Junior Officer – Quality and Internal Control ECHA - European Chemicals Agency

It provides the Member States and the EU institutions with the best possible scientific and technical advice on issues relating to the chemicals under REACH Regulation and biocidal products under the Biocidal Product Regulation. ECHA is responsible for managing, and in some cases carrying out, the technical, scientific and administrative aspects of the regulations, and ensuring consistency at Community level in its application. 1. The Job

ECHA wants to strengthen and streamline its internal controls, based on its comprehensive Quality Management System (QMS) developed as an integral part of its operations and founded on the principles of the ISO 9001 Standard, which, merged with the Internal Control Standards, form the basis for ECHA's Integrated QMS. In addition, ECHA needs to increase the support of process owners for its QMS.

Reporting to the Head of Unit-Executive Office, the Quality and Internal Controls Officer will work in the Agency’s Executive Office, on issues relating quality and internal control, including risk management. They will work on the supervision of the Quality Manager for quality issues.

They will in particular be responsible for the following tasks:

  • Assist the senior management in preparing and implementing internal control and risk management organisation, policy and procedures in compliance with the Agency's Integrated Quality Management System, and maintain the internal control and risk management documentation in the Agency's Integrated Quality Management System;
  • Support the Directors and Heads of Units in communicating on internal control and risk management organisation, policy and procedures in order to develop awareness and a positive attitude in the Agency;
  • Inform and train staff by conveying ECHA policies, procedures and strategies in the field of internal control and risk management;
  • Advise and answer questions from the Agency's staff concerning internal control and risk management, in particular on the interpretation of the internal control and risk management policy and on the handling of specific situations;
  • Identify for the Executive Director in collaboration with the Internal Audit Capability areas of financial, technical and administrative strengths and weaknesses in order to propose actions and audits.
  • Under the supervision of the Quality Manager:
    • Prepare the monitoring and reporting on Quality and Internal Control, and in particular the Annual Activity Report of the Authorising Officer, in compliance with article 40 of ECHA’s Financial Regulation;
    • Assist and advise process owners in improving and streamlining the necessary controls in their processes;
    • Assist the senior management in preparing action plans following internal and external audits and inspections;
    • Organise and maintain in compliance with ECHA’s Integrated Quality Management System a unified system for the follow-up of the action plans integrated with other issues and action plans;
    • Participate in the implementation of the Quality Policy, in particular by participating in quality audits and management reviews;
    • Support the Quality Manager in the preparation and implementation of the Quality Management System based on ISO 9001.
  • Perform related tasks on request of the Head of Unit.

2. Qualifications

Successful completion of a full course of university studies attested by a degree where the normal duration of university education is at least three (3) years.

Only qualifications issued by EU Member State authorities or EEA authorities and qualifications recognized as equivalent by the relevant EU or EEA Member State authorities will be accepted.

3. Professional Experience

To qualify for this profile, you must have at the closing date for submission of applications minimum two (2) year of professional experience in supporting and training users or providing services in Internal Control or in Integrated Quality Management systems.

4. Selection Criteria

If you meet the eligibility criteria set out in section 2, you will be assessed on the basis of the following selection criteria. The candidates who are judged to be the most suitable on the basis of the selection criteria will be invited to an interview.

  • Your academic and professional qualifications and their relevance to the main areas of work listed in section 1;
  • Your professional experience: the range of fields covered; the type and level of work done and its relevance to the areas of work listed in section 1 and 2.3.

The followings will be considered as assets:

  • Experience of working abroad in a public or private organisation for at least 6 consecutive months;
  • Having followed trainings in Internal Control, Quality and Risk Management;
  • Professional qualifications in audit demonstrated by formal certification.

The academic and professional qualifications, professional experience and knowledge and experience considered as an asset must be described as precisely as possible in the ECHA CV . In particular, diplomas and certificates obtained after each training must be indicated precisely.
