Organizational Setting

The Nuclear Information Section (NIS) is located in the Department of Nuclear Energy and is responsible for implementing IAEA's sub-programmes, International Nuclear Information System (INIS) and the IAEA Library.

The objectives of the sub-programmes are (i) to foster the exchange of scientific and technical information on peaceful use of nuclear science and technology; (ii) to increase awareness in Member States of the importance of maintaining efficient and effective systems for managing information resources on the peaceful use of nuclear science and technology; (iii) to provide information services and support to the Member states and to the Agency; (iv) to assist with capacity building and training.

The IAEA Library provides central information management and library services in all areas of IAEA activities. Its core functions are:
  • Management of internal and external Library information resources;
  • Provision of Library information services and information support to the Agency and the Member States; and
  • Promotion of information exchange, cooperation and resource sharing between nuclear information centres and libraries worldwide.

Main purpose

The Librarian (1) manages the procurement and processing of information resources in both electronic and print format for the IAEA, including the laboratories in Seibersdorf and Monaco; (2) ensures that IAEA procurement and financial regulations and procedures are followed; (3) provides quality control for the formal and analytical description of information resources; and (4) performs description of information sources in complex cases.

Role

The Librarian is: (1) a supervisor, providing guidance on acquisitions, licensing, invoice processing, receiving materials and serials check-in, as well as cataloguing; (2) a reviewer, performing quality control to ensure that IAEA procurement and financial regulations and procedures are followed and that information in the Library's online public access catalogue is consistent, accurate, and accessible; and (3) an analyst, performing complex subject analysis according to Library of Congress subject headings and the Universal Decimal Classification.

Partnerships

The Librarian interacts dailywith staff of the IAEA at all levels, the Library's user community throughout the organization and external publishers/vendors.

She/he also collaborates with other members of the Nuclear Information Section on identifying and developing common activities, products and services, with the goal of improving efficiency and synergy within the Section.

Functions / Key Results Expected

  • Supervise the procurement of information resources in all formats and ensure that IAEA procurement and financial regulations and procedures are followed.
  • Assure proper administration of the acquisition budget and control expenditures against budget.
  • Provide guidance and perform quality control to ensure consistency, accuracy and accessibility of information sources in the Library's online public access catalogue.
  • Perform complex subject analysis by assigning appropriate descriptors using Library of Congress subject headings and Universal Decimal Classification.
  • Supervise the processing of incoming material, including check-in of serials received and claiming.

  • Professional expertise: Thorough knowledge of library operations, including cataloguing, acquisition and subject analysis.
  • Leadership and supervisory skills: Proven ability to provide leadership guidance and sound management to a team of library staff.
  • Analytical skills: Ability to perform complex subject analyses and to ensure quality of formal and analytical metadata.
  • Interpersonal skills: Ability to maintain effective working relations both as a team member and a team leader, and to establish and maintain good relationships with internal and external counterparts and users in a multicultural/multidisciplinary environment while respecting team diversity.
  • Results orientation: Ability to set clearly defined objectives, establish priorities and to plan, coordinate and monitor the work plan of those under his/her supervision.
  • Communication skills: Demonstrated ability to communicate ideas in English, both verbally and in writing, in a clear and concise style.

Education, Experience and Language Skills

  • University (or equivalent) degree in library or information science.
  • A minimum of five years of experience in library or information service with demonstrated increasing responsibilities. Experience in a multicultural environment desirable.
  • Demonstrated professional experience in information processing.
  • Fluency in written and spoken English is essential with working knowledge of German being an advantage. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $27 260*, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
