MFF National Coordinator, IUCN Pakistan

BACKGROUND


Mangroves for the Future (MFF) is a partnership-based initiative promoting investment in coastal ecosystems for sustainable development. MFF began in 2006 by engaging the countries worst affected by the Indian Ocean tsunami i.e., India, Indonesia, Maldives, Seychelles, Sri Lanka and Thailand. In 2010, MFF expanded to include Pakistan and Vietnam. MFF has adopted mangroves as its flagship ecosystem in recognition of the important role that mangrove forests played in reducing the impact of the 2004 Indian Ocean tsunami.

MFF’s national secretariat based in IUCN’s country office, Karachi, is looking for a highly motivated and energetic person to coordinate their programme in Pakistan. This position will allow the incumbent to work with IUCN Pakistan’s team of experts while gaining valuable input from MFF regional office based in Bangkok.

SPECIFIC DUTIES AND RESPONSIBILITIES

MAJOR RESPONSIBILITIES:
• Coordinate and support the implementation of MFF at the national level, to ensure that it operates smoothly and delivers its planned outputs effectively and efficiently and act as national focal point for MFF communications and be responsible for all MFF national communication products;
• Provide support to the MFF Pakistan National Coordinating Body (NCB); engaging in regular interaction with MFF partners in Pakistan; overseeing the coordination, learning, monitoring and evaluation, to assist the country focal points to submit their progress reports to the Regional Secretariat in a timely fashion; and facilitating the provision of technical assistance to the MFF initiative and its projects and partners in Pakistan.

SPECIFIC DUTIES:
Implementation and Management of MFF programme strategies, which include:
• Promote, guide and oversee the operation of MFF at the national level;
• Coordinate national MFF actions to ensure smooth operation of the initiative;
• Plan contract and direct the work of national consultants recruited to assist MFF Pakistan.

Support to the MFF National Coordinating Body and liaison with NCB members:
• Ensure administrative and technical support is provided to the MFF Pakistan NCB in a timely manner consistent with the NSAP and Annual Workplans;
• Ensure effective organization, operation, and reporting of NCB meetings and that the agreed actions are followed up;
• Keep NCB members well informed of MFF progress at national level, and regionally as advised by the MFF Regional Secretariat.

Programme and Project Management Support:
• Conduct technical and financial monitoring and evaluation of MFF projects and other MFF supported activities; identify operational and financial problems, develop solutions and take any other necessary actions to ensure technical success and efficient use of MFF funds;
• Prepare inputs for MFF Programme, project and donor reporting, as required;
• Facilitate the acquisition of funds and co-financing opportunities for MFF;
• Support project proposal development for funding projects under the MFF framework.

MFF Communications:
Provide support to effectively deliver the overall MFF communications objectives at national level as laid out in the MFF Regional Communications Strategy and Visual Identity and Branding Guidelines:
• Develop and implement an MFF National Communications Strategy and Action Plan;
• Liaise frequently with NCB members, MFF project managers and other stakeholders;
• Ensure the delivery of MFF communications products (NCB progress, web-stories, images, e-newsletter, Wiki content and events calendar);
• Integrate communications effectively into the MFF MLE Framework.

REQUIREMENTS


• A degree in Coastal & Marine Sciences, Natural Resource Management (NRM), Forestry;

• Working experience in project management, networking, communications and at least five years of experience in coastal ecosystem / mangroves forestry;

• Willing to travel in connection with programme / project activities / field visits;

• Strong public relations, presentation and inter-personnel skills; Proficiency in the use of business software packages;

• Well versed in written and spoken English, Urdu and fluency in a local language will be an added advantage.
