Job purpose
To ensure the implementation of a complete and coordinated MEAL of the Oxfam International response to the Niger Food sec crisis. The MEAL Adviser will support Oxfam affiliates to define and implement a coordinated mechanism, based on the proposed Minimum MEAL standards, in an efficient manner. The response involves two (2) OI agencies on the ground and the other OI affiliates who are involved in the decision making of the work.

Accountable to the Humanitarian Programme Manager.

Key responsibilities

  • Lead the definition of the MEAL system during the response ensuring the involvement of partners and the OI country teams of all Oxfam affiliates in the response.
  • Ensure that the defined system / Plans incorporate the MEAL principles, minimum standards and related aspects are included in the OI Humanitarian Dossier.
  • Develop ToR for MEAL review, baseline, evaluation; coordinate MEAL review and evaluation; ensure reports of good quality are produced in a timely manner.
  • Develop ToR and recruit contractors / consultants for MEAL activities.
  • Participate with the communication team in the elaboration of a communication strategy for public accountability purposes, for ensuring that the MEAL system will produce the basic information required.
  • Ensure that accountability mechanisms and a complaint system are developed and utilised according to agreed principles. Gain the agreement on the principles across the OI affiliates and ensure more than the minimum standards of accountability.
  • Assist field teams of all Oxfam affiliates linking their respective monitoring, evaluation, learning and accountability activities to a general and common frame across all the interventions in the field for OI.
  • Lead specific MEAL initiatives ensuring affiliates participation, understanding and subsequent follow up and learning as well as a good dissemination of the information produced.
  • Lead on OI learning events to ensure sustainable and adequate accountability training where appropriate and to ensure the learning is disseminated.
  • Ensure the analysis of the information collected, the production of materials as well as the dissemination among stakeholders.
  • Coordinate with other Oxfam International Secretariat (OIS) staff to support and advise on the use and management of Humanitarian intranet sites.
  • Carry out or coordinate training as appropriate for affiliate staff ensuring the standardisation of the training and capacity building across all the affiliates, and also in the implementation.
  • Dotted line management and support to all the field OI MEAL affiliates.

  • Technical managers/Advisers for each operational Oxfam affiliate.
  • Humanitarian Information and communication officers from different Oxfam affiliates and OI on the field.
  • MEAL Officers in the Oxfam Niger implementing affiliates.
  • OI MEL advisers.

Key Competencies

  • Motivated to work for justice against poverty and suffering.
  • Good knowledge of Humanitarian work and extended field experience in disaster contexts.
  • Specific knowledge and experience in the definition and implementation of MEAL system in emergencies.
  • Excellent level of spoken and written French and English.
  • Excellent communication and team working skills.
  • Skills in gender analysis
  • Good organizational skills.
  • Good computer skills.
  • Ability to show perseverance, persistence and patience.
  • Prepared to travel to risky areas with short notice.
