The P 4 post of Postal Financial Services (PFS) Programme Manager is to be filled in the Operations and Technology Directorate (DOT).

A. Main role

Under the general supervision of the PFS Coordinator, the incumbent plays a role in the programme's devel-opment and takes charge of its implementation. He/she supervises the implementation of the programme's projects, provides advice, identifies funding possibilities, and is responsible for managing its resources. The incumbent also provides the Secretariat of the UPU bodies in the area of PFS. Lastly, the incumbent must also take part in setting up, operating and promoting a Postal Payment Services User Group.

B. Main duties

1 Overall strategy and direction of the programme

The incumbent proposes and shapes the general direction of the programme for which he/she is responsi-ble, supervising its activities, projects, resources, the production and dissemination of information materials and, where necessary, performing the role of technical advisor.

2 Operational management of the programme

2.1 Manage the implementation and proper functioning of the programme's activities

– Develop annual action plans for:

• collecting and analyzing information on the postal finance products and services activity, and business intelligence on the sector and its players;

• developing and adapting products and services by analyzing their operational and financial feasibility;

• deployment activities for training and technical support plans.

– Ensure that up-to-date data on key performance indicators for financial products and services is kept.

– Analyze and interpret the resulting data, identifying means of improvement and potential corrective measures, drawing conclusions and making recommendations.

2.2 Supervise the programme's projects and key issues/tools

– Supervise the implementation and progress of the programme's projects, particularly projects financed from external sources, and the development of operational tools such as the inquiry system, the collective trademark, and the clearing and settlement system.

– Set priorities and, if necessary, impose corrective measures. – Evaluate and approve the progress of work projects.

– With the Coordinator, deal with the most sensitive and complex issues and together find solutions.

2.3 Seek funding and partners for the programme's activities

– Identify potential partners (regional and international organizations, financial backers) for PFS Programme activities, and develop direct links with these institutions.

– Prepare targeted explanatory texts and communications activities for these potential partners.

– Propose and develop drafts for submission to financial backers, and lead discussions or negotiations with donors on the UPU's behalf.

2.4 Create a PPS User Group

– Conduct preparatory work, including the creation of a business plan, assure the group's proper functioning and raise its profile among member countries.

2.5 Provide technical advice

– Internally:

• Advise and provide technical support for team members.

• Provide information and opinions during internal IB meetings relating to the field. – Externally:

• Respond to requests for information, advice and recommendations on matters related to PFS from designated operators, member countries and UPU partners.

• Carry out field support missions for designated operators.

• Exchange information with other international networks (Eurogiro and similar).

2.6 Manage the programme's resources

– Budget:

• Draw up and manage the programme's budget (allocating funds and taking corrective measures if necessary).

– Managing the work of the team and external consultants:

• Define and allocate the programme's annual objectives, ensuring synergy.

• Evaluate their performance with senior managers.

2.7 Develop and coordinate the PPS Acts, publications and general information on the programme, performing monitoring and implementation

– Work in collaboration with colleagues and other units to develop and supervise updates to the pro-gramme's publications and documents (documentation on PFS as well as the PPS Agreement and Regulations, Multilateral Agreement, Model Service Agreement, Manual, Operational Guide, Electronic Compendium and any other publications or documents linked to the programme).

– Manage the dissemination of these documents via traditional or new channels. – Write monthly/annual reports on the programme's activities.

– Respond to specific information requests from designated operators, member countries and UPU part-ners.

– Promote membership of the Postal Payment Services Agreement to member countries. – Draw up standards for PFS and oversee their implementation.

– Draw up propositions aimed at adapting the multilateral PPS framework to the needs of the UPU and its member countries.

3 Secretariat of groups and commissions of the UPU's bodies (Congress, POC, CA)

– Prepare information materials and documents, and provide advice to the chairs of the programme's supervisory bodies.

– Assist members of UPU bodies in carrying out their activities (explaining UPU rules and practices, helping to organize their work and contributions to joint activities, applying PPS Acts, etc.).

– Monitor and analyze the implementation of bodies' activities and their adaptation to member countries' needs, and submit results for the chairs' approval.

– Organize and take part in meetings (preparing timetables and agendas) and write reports.
