Project Director, Chief of Party in Jordan

Position Description:
USAID/Jordan, Health, Population and Nutrition Office is supporting several health initiatives. These include: Health Systems Strengthening, Health Policy Project, Health Care Accreditation, Private Sector Services, and Health Communication Program. The rebid for Health Communication Program is anticipated in the fall 2013. with an emphasis on family planning but also includes maternal health, The Health Communication Program (HCP) has four main components with emphasis on family planning. The four areas are: Reproductive Health and Family Planning, Maternal and Child Health, Chronic Diseases, Emergency and Crisis Readiness, and Health and the Environment. To increase demand for services and affect change for healthier life styles is the primary objectives of this activity. In addressing these objectives the Project will work closely with the other USAID health initiatives and with partners throughout the health sector. To accomplish these tasks, the CHP Chief of Party, resident in Jordan, will manage an in-country team of professionals in communication, training and capacity building, community-based communications, advocacy, environmental health, and crisis/emergency planning as well as M&E and research. The team will also include logisticians, financial managers, and administrative staff. The COP will have proven technical and managerial expertise in administering complex behavior change and communication activities, developing communication skills and ensuring institutional capacity development and skills transfer. S/he will have also demonstrated the ability to work at all levels of a health-delivery system, with government representatives and related decision-makers and leaders, with other cooperating agencies, and with community leaders. In addition to providing technical leadership, the Chief of Party will have experience in managing USAID-financed projects, be familiar with USAID policies and administrative procedures, and have experience in design and implementation of Middle East specifically Jordan health projects. The Project Director will:
  • Provide technical leadership for the Health Communication Program (HCP) in Jordan, in capacity building and training, behavior change and communication, advocacy, and crisis/emergency communication

  • Work closely with colleagues in both the public and private sectors as needed for the attainment of all four Program tasks. Private groups will include both the private commercial sector and NGOs.
  • Work with subcontractors to integrate contributions into Program activities
  • Work with the FHI 360 home office to recruit and field short-term technical assistance as needed.
  • Develop and implement monitoring and evaluation procedures for Health Communication Program indicators (Performance Monitoring Plan).
  • Present program results, based on solid M&E procedures, to USAID and the Ministry of Health, and to other professional colleagues, both in Jordan and internationally
  • Ensure quality of all project deliverables
  • Troubleshoot to prevent and resolve potential problems and review outputs for quality control
  • Coordinate CHP activities with those of other Jordanian health programs to ensure maximum impact
  • Direct all aspects of the start-up and implementation of HCP
  • Provide overall project management and guidance to team members and consultants
  • Supervise the work of HCP field staff and support staff to ensure completion of contract deliverables, including scheduled reports
  • Serve as point person for FHI 360 with the USAID/Jordan AOR
  • Supervise all financial and administrative aspects of the Program, including commodity procurement
  • Communicate with technical and administrative personnel from the FHI 360 home office
Minimum Requirements:
Master’s degree in one of the following or related fields required: International Health, Management, Maternal/Child Health, Public Health, Health Communication, Marketing, or Social Science required. MD, PhD, or DrPH preferred. Advanced knowledge and technical expertise implementing BCC in one or more of the following areas: reproductive health and family planning, child health/survival; maternal health; additional experience in training design and advocacy programs desirable. Five or more years of experience in Jordan or the Middle East implementing or managing public health projects. Experience managing complex USAID-funded programs and field offices. Knowledge of U.S. government regulations (FAR and AIDAR), procedures, and contracting requirements. Experience and high degree of competency using Windows-based computer programs, including experience with Internet. Ability to work independently, assess priorities, and manage a variety of activities while collaborating with a broad coalition of health partners. Ability to develop BCC on the basis of information on audiences and markets. Understanding of the design and analysis of audience research. Strong interpersonal, supervisory, and organizational skills. Excellent writing, editorial, and communication skills. Must have strong writing and oral presentation skills. Excellent command of English grammar and its usage; Arabic a plus. Excellent problem-solving skills.
