Responsibilities Within limits of delegated authority the Senior Political Affairs Officer will be responsible for the performance of the following duties: Political Analysis and Advice - Identify, analyze and monitor political developments and emerging issues with respect to the mandate; Assess implications and make recommendations to the Special Representative of the Secretary General (SRSG) on possible policies, strategies and other measures to address issues of concern and to advance mandated political objectives and processes. Reporting – Prepare analytical assessments and reports on issues pertaining to the mandate; Coordinate preparation of input for the reports of the Secretary-General to the Security Council on the activities of the Mission; Prepare articles, speeches, statements and briefings to the Security Council, as needed. Planning, Coordination and Facilitation – Develop and maintain collaborative relationships with representatives of the host Government, political leaders, civil society organizations, the broader UN family and other national and international partners; Consult and cooperate with partners to develop strategies and plans of action to address political challenges, in pursuit of mandated objectives; Monitor, evaluate and report on implementation; Provide good offices on behalf of the SRSG, as appropriate. Management - Formulate and manage the implementation of the programme of work of the Political Affairs Section, ensuring that activities are in accordance with the mandate and maintain an emphasis on fostering an inclusive, national dialogue on critical issues; Supervise, mentor, and evaluate staff within the Political Affairs Section; Participate in the selection of new staff. Perform other relevant duties as required. | |

QUALIFICATIONS | |
Education Advanced University Degree (Master's or equivalent) in political science, international relations, economics, law, public administration or a related field. A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree. | |
Work Experience A minimum of 10 years of progressively responsible experience in political affairs, diplomacy, conflict resolution, law, economic development, public administration, or related area is required. Extensive experience in political analysis, advice, reporting, outreach and facilitation in an international setting is required. Managerial experience is required. Experience working in a UN peacekeeping operation, special political mission or other UN field mission in a conflict or post-conflict situation is desirable. Previous experience working in West Africa is desirable. | |
Languages Fluency in spoken and written English and Portuguese is required. Knowledge of Bissau-Guinean Creole would be an advantage. | |
