Senior Political Officer (Crisis Management and Post-Conflict Reconstruction)

The African Union, established as a unique Pan African continental body, is charged with spearheading Africa’s rapid integration and sustainable development by promoting unity, solidarity, cohesion and cooperation among the peoples of Africa and African States as well as developing a new partnership worldwide. Its

Headquarters is located in Addis Ababa, capital city of Ethiopia.

In seeking to achieve this objective, the African Union intends to strengthen its capacity to deliver by, among others, the implementation of its organizational structure and the filling of all vacant posts.

2. Major duties and responsibilities:

Under the direct supervision of the Head of the Crisis Management and Post-Conflict

Reconstruction Division (CMPCRD), the incumbent, shall provide professional and technical services to develop a post-conflict integrated and intervention framework and to ensure the delivery of the post-conflict recovery and reconstruction capacity building initiatives of the project for ensuring preventive diplomacy, peace and security with the AU. To this end, the incumbent shall specifically:

• prepare annual activity implementation work plans and submit to the

Head of CMPCRD quarterly activity implementation reports on achievements made and tasks not yet completed within scheduled dates, giving reasons for the delay of scheduled tasks with suggestions on action required, if any to ensure greater and timely results;

• prepare detailed Terms of reference (TOR) and supervise short-term consultants on crisis situations and post-conflict related matters;

• organize, convene and service a meeting of stakeholders (inter-departmental and partners) on crisis and post-conflict reconstruction;

 organize, convene and service regional workshops on crisis management and post-conflict reconstruction;

 assist in the organization and follow- up of the African Solidarity Initiative for post-conflict reconstruction, including the organization of

Solidarity Conferences for mobilization of resources from within Africa and beyond;

• coordinate activities and process for using the PCRD roster of experts as well as technical experts/volunteers for responses to crisis and post-conflict emergences/needs;

• relate with the AU Centre for Post-Conflict Reconstruction in designing and organization of training and capacity building programmes of the

Centre in liaison/collaboration with the Peace and Security Department, and similar African training institutions and centers of Excellence;

• assist the Head of CMPCRD in the preparation and organization of seminars/ workshops on topical issues related to crisis management and post-conflict reconstruction;

Perform any other duties as may be assigned by the supervisors.

3. Qualifications and Experience Required

An University Master degree in Political or Social Sciences, Peace and Conflict Studies, preferably with experience in crisis management, post-conflict reconstruction, and a fair understanding of the sources and dynamics of conflicts, peace and security in Africa;


4. Professional experience required:

At least ten (7) years of progressive work experience with three years devoted to work related to regional cooperation, conflict and/peace building or security;

5. Other relevant skills

• Have the ability to take initiative and be a team player;

• Be computer literate and versed in the use of Power Point, Excel and Word;

• Be fluent in English and French (bilingual) with a good working knowledge of another AU language being an added advantage;

• Have excellent writing, negotiating, analytical and communicative skills

7. Language requirement

Proficiency in one of the African Union working languages. Knowledge of one or several other working language(s) would be an added value.

8. Age requirement:

Candidates must preferably be between 30 and 45 years old.

9. Tenure of Appointment:

The appointment will be made on a fixed term contract for a period of three (3) years, of with the first twelve months will be considered as a probationary period. Thereafter, the contract shall be for a period of two years renewable, subject to satisfactory performance and deliverables.

11. Remuneration: Indicative basic salary of US$ 33,619.00 per annum plus other related entitlements e.g. Post adjustment (46% of basic salary), Housing allowance ($16,819.20 perannum), education allowance (75% of tuition and other education related expenses for every eligible dependent up to a maximum of US$7,800.00 per child per annum), etc for internationally recruited staff of the Commission.
