UNEP Climate Change Funding Consultancy

BACKGROUND
The United Nations Environment Programme (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

In order to address the challenges of mitigation and adaptation to climate change, the Latin American and Caribbean (LAC) countries have joined forces through the creation of a number of regional and sub-regional networks and initiatives. UNEP´s climate change activities in the region have been designed to help coordinate these efforts through an integrated and coherent approach, and if necessary, to offer additional support through a broad variety of knowledge sharing activities and advisory services.

Among UNEP Regional Office for Latin America and the Caribbean (ROLAC) main activities there is the design, development and management of a virtual knowledge platform. The objectives of this platform are to strengthen the information exchange among experts and Centers of Excellence of the region, and to create and maintain an updated inventory of financing opportunities for climate change mitigation and adaptation projects for countries in the LAC region. This consultancy will support the Climate Change Unit of the UNEP ROLAC in its efforts to achieve these objectives

OBJECTIVES
The consultancy has two main objectives: (a) conduct a detailed study of funding opportunities in the fields of climate change mitigation and adaptation for the LAC region, and (b) develop four (4) project proposals for submission to potential donors identified by the consultant.

PRODUCTS/DELIVERABLES
• Create a comprehensive study of climate change mitigation and adaptation funding opportunities for sharing with the countries of Latin America and the Caribbean. The study will be delivered in both English and Spanish. a) The consultant will conduct desktop research and develop a list of funding opportunities for climate change mitigation and adaptation activities in the region. b) The list will have searchable fields and will be uploaded into the Regional Gateway for Technology Transfer and Climate Change Action (REGATTA) web platform, so that it is accessible to the public via web search. For this purpose, the consultant will work in close collaboration with REGATTA web platform coordinator.

• Develop four (4) project/programme proposals in the area of climate change mitigation and clean technology in the Latin America and the Caribbean region, consistent with UNEP´s Medium Term Strategy and Programme of Work on climate change, to be submitted to donors. For the development of the proposals, the consultant will carry on consultations with national climate change focal points and other relevant stakeholders, as appropriate. These proposals will be developed in English and/or Spanish depending on the requirements of the donor.

REPORTING AND SUPERVISION
The Consultant will be supervised by and report to the UNEP ROLAC Climate Change Programme Officer responsible for the mitigation component of REGATTA, under the overall supervision of the REGATTA Project Manager.

PAYMENT MODALITIES
Payments will be made upon submission of invoice and confirmation from supervisor of satisfactory services rendered for the referred period. The estimated budget for this consultancy is in the range of USD 20,000 to 25,000.

REQUIRED SKILLS AND QUALIFICATIONS
• Advanced university degree (Master’s degree or equivalent) in environmental science, energy, economics, ecosystems, development or related areas. • A minimum of five (5) years of experience in the field of climate change, technology transfer, environmental management, sustainable development or a related field at the international level. • Expertise in the field of renewable energies and energy efficiency in the context of climate change mitigation. • Proven experience in developing successful project funding proposals. • Demonstrated ability to provide a comprehensive and user friendly compendium of finance opportunities for climate change, according to the needs of the region. • Proven capability to deliver outputs within prescribed time, cost and quality standards. • Excellent analysis, research and writing skills. • Excellent drafting and communication skills in English and Spanish, both written and oral.
