MISSION et FONCTIONS Solidarités International est une association humanitaire qui secourt des populations en détresse, essentiellement victimes des conflits armés et des guerres. Spécialisée depuis 30 ans dans la couverture des besoins vitaux, à savoir manger, boire et s'abriter, elle prend en charge des programmes d'urgence puis de reconstruction. MISSION But / finalité : Le Coordinateur Terrain log/admin assure la représentation de SI dans sa zone d’intervention. Il propose en fonction du contexte géopolitique et humanitaire la stratégie régionale et s'assure de sa mise en œuvre une fois validée. Il contrôle et garantit que les projets se déroulent en adéquation avec la charte de Solidarités International et dans le respect des procédures internes et contractuelles. Il mobilise les moyens matériels et financiers nécessaires à la bonne conduite des programmes et en supervise la gestion. Il coordonne les équipes en place et est le garant de leur sécurité sur sa zone d’affectation. FONCTION Coordination Coordination et orientation stratégique • Dans sa zone d’intervention, suivre et analyser le contexte humanitaire, politique, culturel, social, économique • Pour sa zone d’intervention, proposer et développer une stratégie opérationnelle en cohérence avec les politiques de l’association et les besoins des populations • Pour sa zone d’intervention proposer et encadrer l’écriture de nouvelles orientations opérationnelles selon l'évolution des contextes, en concertation avec le coordinateur des opérations Communication et représentation

• Organiser régulièrement des réunions de coordination • S’assurer que les informations clés opérationnelles circulent correctement, sur sa zone d’intervention et entre les bases et la coordination pays • Etre le représentant officiel de Solidarités International dans sa zone d’intervention auprès des intervenants de l’aide, des autorités administratives, politiques et locales, de la société civile et des médias • Etre un participant actif aux forums humanitaires, réunions de coordination pertinentes • Renforcer les relations entre Solidarités International et les représentants bailleurs sur sa zone d’intervention Gestion des ressources • Proposer le dimensionnement humain, financier et logistique pour sa zone d’intervention ainsi que son organisation Sécurité • Etre responsable de la sécurité des équipes et des biens sur sa zone d’affectation, sous la supervision du coordinateur des opérations. • Suivre et analyser et la situation sécuritaire et s’assurer de sa compréhension par les équipes • S’assurer du briefing géo-politico-sécuritaire à tous nouveaux arrivants sur sa zone d’intervention • Sous la supervision du coordinateur des opérations, s’assurer de la mise à jour régulière des documents et procédures liés à la sécurité (qui fait le relai auprès du le représentant pays) • S’assurer du respect par tous des règles et procédures de sécurité sur sa zone d’intervention • S’assurer de la mise en place d’une veille sécurité permanente • Assurer la gestion immédiate des incidents de sécurité pouvant survenir sur sa zone d’intervention et en avertir immédiatement le coordinateur des opérations (qui fait le relai auprès du le représentant pays) • Mettre en œuvre les moyens déterminés par l’équipe de coordination pour assurer la sécurité des équipes • Former les équipes aux procédures et règles de sécurité LOGISTIQUE : Gestion de l’approvisionnement • Réaliser l’analyse d’environnement achat au niveau local • Superviser la mise à jour des listes de prix et des fichiers fournisseurs. • Maitriser et s’assurer du respect des procédures d’achat Solidarités International et celles des bailleurs finançant les programmes de la mission • Etablir et mettre à jour les chronogrammes d’achat en fonction du tableau de marchés, des chronogrammes d’activités et des contraintes logistiques contextuelles et procédurales • Réceptionner, vérifier et traiter les demandes de cotations et BCI • S’assurer du suivi et du respect des lignes budgétaires affectées à la logistique • Superviser la constitution des dossiers d’achats et rédiger les contrats • Participer à la rédaction des appels d’offre • Superviser la mise en œuvre des achats en veillant au respect des règles et procédures de validation • Sélectionner les fournisseurs, négocier les prix, les délais et les modalités de livraison

• S’assurer que les dossiers d’achats sont complets et archivés selon les procédures Solidarités International • Assurer le suivi des relations avec les fournisseurs • Contrôle et analyse les consommations de la base (carburant, matériaux sensibles, etc..) Gestion du parc véhicules • Négocier les contrats de location de véhicules • Superviser la planification et l’exécution des opérations de maintenance et de réparation des véhicules de la mission • Superviser la mise en place du planning des mouvements de véhicules. • S’assurer de la composition et de la présence du lot de bord dans tous les véhicules. • Assurer de façon permanente une formation générale des chauffeurs et procéder à un contrôle régulier des connaissances. • Responsabiliser l'équipe des chauffeurs au respect des procédures et des règles de sécurité propres à Solidarités International, avec l’assistant logisticien • Vérifier la présence et la bonne utilisation des carnets de suivi véhicule. • Assurer le suivi, la consolidation, l'analyse et le compte-rendu des consommations de carburant et des index kilométriques pour chacun des véhicules • Prévenir les détournements de carburant et de pièces détachées • S’assurer de la présence, du classement et du suivi des documents administratifs pour chacun des véhicules Gestion du parc équipement / télécommunication • Superviser la mise à jour l’état de parc en temps réel • Optimiser la répartition du matériel selon les besoins des activités. • Organiser l’installation, la sécurisation et le suivi du matériel • Installer et assurer une maintenance régulière des moyens de communication • Former les équipes à l’utilisation des moyens de communication Gestion et suivi du parc informatique • Superviser la mise à jour des antivirus • Mettre en place une procédure de sauvegarde et de protection des données • S’assurer de l’entretien et de la bonne utilisation du parc informatique • Offrir une assistance technique aux équipes et organiser des sessions de formation Gestion des stocks • Choisir les locaux, élaborer le plan d’aménagement et organiser la sécurisation des espaces d’entreposage • S’assurer des bonnes conditions de stockage du matériel et veiller au contrôle des dates de péremption • S’assurer du respect des procédures pour les entrées et sorties de stock • Garantir la bonne tenue de la documentation liée au stockage • Contrôler l’inventaire physique mensuel des stocks Gestion des ressources humaines • Analyser et quantifier les besoins en personnel logistique • Recruter, former et encadrer l’équipe logistique • Effectuer les EAP des membres de l’équipe logistique • Organiser des réunions formelles régulières avec les membres de son équipe

FONCTION ET PROFIL Reporting / Capitalisation • Assurer le suivi BCI et informer les demandeurs de l’avancement du traitement de leurs commandes • Consolider mensuellement le pack logistique et le faire remonter au coordinateur log/admin • Fournir au coordo log/admin tous les éléments nécessaires à la rédaction des rapports intermédiaires et finaux • Faire remonter les dossiers achat des programmes clôturés à la coordination selon la périodicité établie ADMINISTRATION Trésorerie / comptabilité • Gérer la trésorerie de sa base et veiller au bon approvisionnement des banques et caisses • Gérer les transferts et veiller à la sécurité des fonds • Elaborer les prévisionnels de trésorerie avec les équipes • Superviser la tenue physique et la sécurité des coffres et caisses • Valider tous les décaissements et engagements de dépenses, en respectant les procédures Solidarités International • Superviser la tenue de la comptabilité sur sa base, contrôler les soldes de caisse • Suivre les livres de banque pour sa base et tenir le coffre • Superviser la clôture mensuelle, la révision et l’intégration de la comptabilité de sa base • Superviser l’envoi des archives administratives en coordination Suivi budgétaire / financements • Mettre à jour les tableaux d’affectation pour sa base • Mettre à jour et analyser les suivis budgétaires en concertation avec les équipes logistiques et programmes • Faire le rapprochement entre consommation budgétaire et avancée des activités. Plan Regional Head of Communications in Senegal

Working in 50 developing countries across Asia, Africa and the Americas, Plan aims to reach as many children as possible, particularly those who are excluded or marginalized with high quality programs that deliver long lasting benefits by increasing its income, working in partnership with others and operating effectively.

The Regional Head of Communication provides strategic and technical leadership to Plan’s communication work in the region. S/he ensures that regional communication activities support country, regional and global communication priorities and campaigns and effectively support Plan’s program goals. S/he oversees capacity development and quality assurance measures for communication in West Africa and represents Plan WARO in Plan’s global communication network.

Dealing with Problems: The Head of Regional Communication is a pivotal position that has to deal with diverse demands and pressure from different parts of the organization to often tight deadlines: country office, national office and IH’s communication needs need to be satisfied with a small team. The French/English divide presents another major challenge to the job role as it limits country ability to adequately contribute to a predominantly Anglophone information and public relation stream in the organization. Country communication staff tends to be overstretched and often don’t respond to the new profile desired for the job role. The ability to prioritize and maintain focus while still demonstrating high levels of customer orientation are thus key for the regional head of communication.

ORGANIZATIONAL SETTING: The post of Director, Regional Office, is located in Cairo, Egypt, and reports directly to the Deputy Executive Director for Programme. The Director is a member of the Executive Committee, provides overall strategic vision, direction and leadership in the Region, and serves as the senior adviser within the Fund on all matters related to the Region. S/he supervises the Regional Office as well as the Country Representatives in the region.

DUTIES AND RESPONSIBILITIES:

A. Strategic direction, planning and management

  • Provide continuous feedback and advice to the Deputy Executive Director/Office of the Executive Director on political, economic and social trends and perspectives in the region;
  • Provide a regional perspective for the formulation and updating of the UNFPA long term vision, strategic plans, and for the polices and strategies which support its operationalization;
  • Advance UNFPA’s strategic vision, goals and outcomes in the development of regional and country strategies and programmes and in the monitoring and reporting activities of the Region;
  • Provide overall vision, strategic direction and exercise leadership in guiding the work of the Region and of the Regional Office; chair the Regional Management Team to ensure an integrated and coordinated achievement of Regional goals and objectives;
  • Lead the strategic positioning of UNFPA in the Region, and ensure the Regional Office contribution to the achievement of the UNFPA strategic Plan;
  • Identify and promote UNFPA’s comparative advantage and specific contribution in the broad and changing development environment and agenda in the region;
  • Lead the development and ensure the implementation of regional strategies, including inter alia for capacity development, technical support delivery and advocacy, information and communication;
  • Establish priorities for the work of the Regional Office and direct the development of the Regional Office Management Plan and of the Regional Programme;
  • Establish modalities to ensure intra-divisional collaboration and coordination in the work of the Regional Office;
  • Establish and maintain working relationships with other Regional Offices and HQ Divisions to ensure inter-divisional collaboration and coordination;
  • Establish processes to ensure that policies and procedures; programming tools and mechanisms; and sound business practices are incorporated into UNFPA country and regional operations;
  • Establish processes to ensure that state-of-the-art knowledge incorporated into the UNFPA knowledge sharing mechanism is available for use in country and regional operations; and
  • Direct the process of establishing, building the capacity of, and maintaining partnerships, alliances and networks in the region.

B. Programme support and representation

  • Act as the principal adviser on regional issues to the senior management of UNFPA;
  • Ensure that the Regional Office provides high quality, integrated programme and technical support in response to the needs of country offices and country programmes;
  • Direct and ensure that the Regional Office provides timely and adequate response and support to countries undergoing humanitarian crises;
  • Provide leadership in the integration of the ICPD agenda in MDG / UN programming in the region;
  • Represent UNFPA, advocate for the ICPD and provide the Fund’s regional perspective in regional, international, UNDG and other initiatives and events;
  • Participates in high-level policy dialogues in countries, at the regional level, and internationally, as required;
  • Supports the Resident Coordinator (RC) system and is an active member of the Regional Directors Team (RDT) promoting inter-agency coordination and consultative processes; and
  • Initiates opportunities for South to South collaboration, especially for programme and technical support to countries in the region.

C. Programme oversight and coordination

  • Oversees implementation of the regional and country programmes, ensuring that they reflect country and regional priorities;
  • Ensure the application of results-based management and quality assurance frameworks and procedures for the work of the Regional Office and Country Offices;
  • Ensure the application of financial and substantive monitoring processes, and the evaluation of programmes in the region;
  • Establish processes for the incorporation of evaluation results in new and updated programme and operational guidance for the region;
  • Establish processes to ensure the Regional Office complies with Audit recommendations; and
  • Ensure UNFPA accountability for UNDAF results.

D. Management of resources

  • Assume overall accountability for the management and work of the Regional Office;
  • Propose and secure annual allocations for the Regional office, the regional programme and country programmes, and ensure the efficient and effective use of such resources in compliance with UNFPA financial rules, regulations, and procedures;
  • Direct the formulation and implementation of a resource mobilization strategy for the region, and mobilize, in coordination with IERD, additional financial resources for the region;
  • Develop and guide an integrated and systems approach to the work of the Regional Office;
  • Supervise the Deputy Director of the Regional Office, Coordinators of sub-regional teams, Country Representatives, and the Operations Manager, and support and guide them in their work;
  • Appraise RC performance; ensure RCs in the region are adequately briefed on UNFPA mandate and organizational strategies and priorities; provide inputs to the Division for Human Resources (DHR) on selection of RC candidates;
  • Communicate standards of performance, and assign responsibilities for achieving results according to the Regional Office and sub-regional office OMPs and the PAD system;
  • Uphold standards for the recruitment and selection of the highest quality of staff for the Regional Office, sub-regional offices and Country offices;
  • Establish and maintain a harmonious working environment; seek to strengthen team-building by encouraging active participation and interaction at all levels; foster staff motivation, development and empowerment; and lead by example;
  • Establish a regional security strategy and plan in line with UN procedures and requirements;
