Technical Program Director in South Africa

Position Description: This activity combines targeted technical assistance with pilot interventions and operational research and will assist the DSD to effectively use its own considerable resources to make a measurable reduction in the vulnerability of children infected and affected by HIV/AIDS and other vulnerable children. The anticipated technical assistance and capacity development within DSD will strengthen the national OVC response through system strengthening at the national and provincial level. The areas of focus include promoting coordination and harmonized planning and implementation of gender and age sensitive OVC services through a multi-sectoral response, bolstering social welfare human resources and building management information systems for OVC reporting. Emphasis will be placed on improved management capacity within DSD using reliable and regular information, strengthening service delivery through improved management and oversight of delivery models, improved social services workforce policies, strengthening financial systems and development of manager’s capacity to plan and implement priority activities to achieve planned objectives. The Technical Program Director shall work under the direction of the Chief of Party to design, implement and manage the six components and related capacity strengthening activities.

The Technical Program Director will: Leads the operational and tactical activities for one or more programs Develops and implements processes and procedures to achieve strategic technical goals of multiple programs Directs and guides managers and staff with training and developing process improvement initiatives to ensure compliance with company and government standards Engages in writing publications and developing proposals for new programs Provides technical expertise with monitoring and evaluation programs and serves as primary decision maker for technical issues on project/program Oversees the strategic direction, budgetary planning, and technical process of department to ensure business objectives are met Identifies and consults with executive management on recommendations to make better business decisions Works on problems of complex scope and which require in-depth evaluation of issues and assessment of tangible factors Exercises judgment within broadly defined practices and policies to select methods and techniques for obtaining results Supports the design, and operationalization of the project’s performance monitoring plan (PMP): including data collection, verification, and preparation of regular project performance reports. Ensures appropriate data collection tools and systems are in place and collects required data, including management of information systems (MIS) and any other systems necessary to meet requirements for FHI 360, USAID and other stakeholders. Participates in the development of quality assurance systems for the program. Provides technical oversight for designing, developing, planning, and implementation of evaluation, formative, and other research related to the project, health communication, and family planning. Provides technical oversight and support to local research agencies and teams in carrying out research and evaluation activities. Works with senior behavior change communication team members to pre-test health communication materials and media Identifies research and M&E technical assistance needs for subprojects/grantees and provides technical assistance via training, mentorship, etc. or coordinates its provision. Offers technical support in the use of tools for purposes of collecting, analysis and synthesis of monitoring data. Assists in the compilation and writing of quarterly, annual and ad hoc program data and reports Participates in developing strategic and implementation plans. Minimal Requirements: MS/MA/MPH in public health or related field, and 5 - 7 years relevant experience in public health, public policy, epidemiology, social and behavioral sciences or a related field; Or, BA in a related field and an additional 3-5 years relevant experience Five years of relevant development research experience, work experience implementing public health or social sector programs preferably in South Africa; Experience working with or implementing national level monitoring and evaluation strategies and plans and experience working with databases/computerized reporting systems; Strong leadership, communication and interpersonal skills, including proven ability to develop and communicate a common vision among diverse partners and lead a multi-disciplinary team; Strong organizational skills including task and time management; Demonstrated skills in strategic communication planning, including the ability to analyze complex data and translate programmatic learning into operational strategies; Excellent facilitation and team building experience and demonstrated research expertise; Demonstrated experience in areas such as grants management, training, team building, program development and problem solving; Demonstrated ability to establish and sustain professional relationships and to work collaboratively with host country government counterparts and civil society organizations; and Excellent written and oral communication skills.
