AusAid Mining For Development Specialist

AusAID is the Australian Government Agency responsible for managing Australia’s Overseas Aid Programme. Australia is a dedicated development partner with a growing presence in Africa. The Australian Government has rapidly expanded and deepened its development cooperation with African countries with a focus on areas where Australian experience and expertise match the priorities of African governments such as food security and natural resource management. Australia’s development cooperation in Africa is underpinned by substantial Human Resource Development (HRD) programmes that offer in-Australia and in-Africa training opportunities, study tours, advisory support, and placement of Australian volunteers.
Australia is a leading development partner on Mining for Development (M4D) in Africa. AusAID’s M4D Programme aims to help African governments build knowledge, skills and systems to manage their resource wealth in ways that promote equitable and sustainable economic development, and boost employment and livelihood opportunities for communities. AusAID’s M4D support involves partnerships with African governments, civil society, the private sector, academia, multilateral institutions and other bilateral development partners. We are looking for an experienced professional to oversee and support AusAID’s M4D activities across Africa.
The Mining for Development Specialist will be responsible for providing strategic management, advice and support for AusAID’s M4D activities in Africa. The Specialist will report to the Counsellor: Development, Pretoria and, as part of a small M4D team in Pretoria, will work closely with AusAID Officers based in other AusAID offices in Africa as well as in Australia.
The M4D Specialist will: • Oversee, support and provide advice on the design, implementation, monitoring and evaluation of AusAID-funded M4D activities across Africa • Provide high-level strategic and technical advice on a range of Mining for Development issues that occur along the extractives value chain from discovery and the decision to extract, to transparent awarding and effective negotiation of contracts, to improved collection of taxes/royalties, to management of revenue, and addressing key minerals skills gaps along this chain • Oversee AusAID’s M4D policy engagement in Africa and contribute strongly to this engagement internationally • Develop and maintain effective working relationships with key M4D delivery partners and other stakeholders, including partner African governments • Increase the profile of Australia’s M4D engagement including through attendance at and participation in relevant forums and management of media relations where required.
Requirements: • Bachelor’s (mandatory) and/or postgraduate (preferable) qualification(s) In Law, Economics, Finance, Development or other fields related to Mining for Development • At least 10 years’ relevant work experience • Experience working for a development agency is desirable.

The salary level associated with the position has been benchmarked against the wider market and is competitive. The AusAID package on offer includes provident fund, medical insurance and performance-based pay progression.
