AusAid Programme Director: Human Resource Development

AusAID is the Australian Government Agency responsible for managing Australia’s Overseas Aid Programme. Australia is a dedicated development partner with a growing presence in Africa. The Australian Government has rapidly expanded and deepened its development cooperation with African countries with a focus on areas where Australian experience and expertise match the priorities of African governments such as food security and natural resource management. Australia’s development cooperation in Africa is underpinned by substantial Human Resource Development (HRD) programmes that offer in-Australia and in-Africa training opportunities, study tours, advisory support, and placement of Australian volunteers.
AusAID is looking for an experienced professional to take the exciting position of Africa Programme Director: Human Resource Development. The successful candidate will be responsible for strategic management and oversight of a range of AusAID HRD programmes in Africa, including the flagship Australia Awards initiative that is offering up to 1 000 scholarships a year to African candidates, the Australia Africa Partnerships Facility and the Australian Volunteers for International Development Programme.
Key responsibilities include, but are not limited to, the following: • Leading a multidisciplinary and cross-cultural team across AusAID’s Africa posts • Broadening participation in the Australian Aid Programme through comprehensive and strategic engagement with key stakeholders and delivery partners, including partner African governments, other development partners, regional and multilateral organisations, the private sector and civil society • Driving a coherent approach to AusAID’s Human Resource Development activities in Africa, including supporting Australia’s sectoral investments in areas such as Mining for Development and food security • Increasing the profile of Australia’s Human Resource Development (HRD) work through attendance at and participation in relevant forums and management of media relations where required • Achieving programme outcomes by utilising effective work practices, performance feedback mechanisms, staff development and external specialist expertise.
Requirements: • Bachelor's degree (mandatory) and postgraduate (preferable) qualification(s) in Human Resource Development, Capacity Development and/or other relevant Development-related fields • At least 10 years’ relevant work experience • Experience working for a bilateral development agency is desirable • French and/or Portuguese language skills are desirable but not essential.

The salary level associated with the position has been benchmarked against the wider market and is competitive. The AusAID package on offer includes provident fund, medical insurance and performance-based pay progression.
