DEPUTY DIRECTOR
INTERNAL AUDIT DIVISION
The Caribbean Development Bank (CDB/the Bank) is seeking to recruit is seeking to recruit an experienced professional to assume the role of Deputy Director, Internal Audit Division (DDIAD) to provide strong leadership and effective management of the Internal Audit Division (IAD).  The successful candidate will be based at CDB’s office in St. Michael, Barbados.
CDB is a regional multilateral development bank which was established in October 1969 to contribute to the harmonious economic growth and development of the member countries in the Caribbean Region and to promote economic cooperation and integration among them, having special and urgent regard to the needs of the less-developed members of the Region.  CDB began operations in January 1970 and has become a leading catalyst for providing development financing, technical assistance and policy advice to its Borrowing Member Countries for the reduction of poverty.  
The Role 
To ensure independence of the internal auditing function, the incumbent – as Chief Audit Executive - reports functionally to the Audit and Post Evaluation Committee (APEC) of the Board and administratively to the President.
The DDIAD leads the internal auditing function and is accountable to both APEC and the President to provide an agreed level of assurance on the effectiveness of key systems of internal control in high-risk areas of the Bank’s full operations, advisory services, and investigations services on as-needed basis.
To this end, the DDIAD is responsible for the following:
  • The professional quality of internal auditing services to ensure that they are in conformance with the Internal Auditing Standards as set out by the Institute of Internal Auditors (IIA) in the International Professional Practice Framework;
  • The quality of any investigations services conducted either internal to the Bank or externally;
  • Ad hoc activities requested by either APEC or the President that are assurance, advisory, or investigative in nature;
  • Performing secretariat services to APEC; and
  • The performance and work output of other IAD staff and external consultants used.
The DDIAD is expected to provide timely insight and advice to APEC and the senior management team on the basis of work performed, professional expertise, or foresight with his/her considerable knowledge of the Bank’s strategic objectives and operational risk complexities.
The DDIAD provides advice on the overall adequacy and effectiveness of the organisation’s arrangements for governance, risk management and control.
The Candidate 
Eligible candidates should have: 
  1. A Master's degree in Finance, Accounting or Business Administration.
  2. Internationally recognised internal auditing and accounting professional qualifications (i.e. FCA, CIA, CISA, etc.).
  3. At least twelve years’ experience in a financial or multilateral organisation, eight of which must have been at the senior management level.
  4. Extensive experience in fraud and corruption investigations.
  5. A proven track record as recognised for professional competence and integrity.
  6. The successful candidate must be willing to live and work in Barbados.
 Compensation
