The Energy Community Secretariat is one of the institutions set up under the Treaty establishing the Energy Community (the "Treaty"). The Energy Community is an International Organization with its seat in Vienna. The Secretariat has overall monitoring, coordinating and administrative functions in regard with the implementation of the Treaty by the Parties to the Treaty.
To pursue further the work of the Energy Community Secretariat in the area of Communications, we are looking for a qualified professional for the position of COMMUNICATION OFFICER (ADMINISTRATIVE ASSISTANT). Under the direct supervision of the Director, the incumbent will be responsible for activities related to the area of communication. He/she will be responsible in particular for the following:
  • Providing media–related administrative support to the Director, including organisation of events, events related materials;
  • Coordinating press related work at the events, incl. media liaising and maintenance of the press mailing lists;
  • Handling media inquiries and acting as an interface between the media and Secretariat;
  • Drafting press releases and news items for the website;
  • Liaising with the counterparts in the Contracting Parties and the European Commission to ensure a regular information inflow from the region (news from the region);
  • Conducting regular press review(s), i.e. selecting the most suited articles and circulating to the staff;
  • Preparing the publication of fact sheet, leaflets etc.;
  • Developing and conducting PR activities that aim to raise the profile of the organization;
  • Substituting and supplementing Assistant to the Director and Logistics Officer.
The role requires the following competencies and skills from the successful candidate:
  • University degree in administration, journalism, political science, graphical design or other related fields;
  • At least 3 years of professional experience in the relevant area of work;
  • Familiarity with the Energy Community and basic understanding of the energy sectors; proven ability to produce news releases and articles, speeches;
  • Excellent written and oral command of English;
  • Work experience in a press, communications or public relations departments or as a journalist;
  • Proven ability to communicate effectively via all media channels; experience in effective management and co-ordination of media;
  • Excellent interpersonal skills, including ability to operate effectively across organizational boundaries, work in a team and in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
  • Excellent organizational skills, including ability to plan and organize work independently;
  • Strong writing and editing skills;
  • Proficient computer skills.

Employment

The Communication Officer/Administrative Assistant will be offered a contract for three years, with a probation period of 6 months, which may be renewed. The duty station is in Vienna.
Monthly gross salary will be at a level of EUR 4,233.00 that is an all-inclusive, tax exempted package of remuneration. This basic salary is subject to inflationary adjustments on annual basis. The terms and conditions of employment are based on the provisions of the Agreement between the Republic of Austria and the Energy Community regarding the seat of the Secretariat that can be found under the following address: http://www.energy-community.org/pls/portal/docs/36230.PDF.
The commencement date of the employment shall be as soon as possible in 2013, preferably in August 2013.
Selection procedure and next steps
According to Article 69 of the Treaty, the Director selects and appoints the staff of the Secretariat.
The Director will be supported in the selection procedure by a Selection Committee established in accordance with item III.15. of the Rules for Recruitment, Working Conditions and Geographical equilibrium of the Secretariat’s staff of the Energy Community. The Selection Committee will agree on the shortlist of candidates meeting best the selection criteria as referred to in this vacancy notice.
Shortlisted candidates will be invited for an interview to take place in Vienna at the premises of the Secretariat (date tbd).
