The Energy Community Secretariat is one of the institutions set up under the Treaty establishing the Energy Community (the "Treaty"). The Energy Community is an International Organization with its seat in Vienna. The Secretariat has overall monitoring, coordinating and administrative functions in regard with the implementation of the Treaty by the Parties to the Treaty.
To pursue further the work of the Energy Community Secretariat in the area of finance, we are looking for a qualified professional for the position of an Accountant (Accounting Officer) interested in an international employment opportunity and committed to the core values of our institution:

Under the direct supervision of the Head of Financial and Administrative Unit, he/she will maintain the accountancy and financial systems as established at the Energy Community Secretariat. He/she will prepare financial reports and maintain records of assets, liabilities, revenue and expenditure, payments and other financial activities.
The Accountant will be in particular responsible for the following:
  • Proper implementation of payments, collection of revenues and recovery of amounts established as receivable(s);
  • Preparation, presentation and proper keeping of the accounts in accordance with the Budgetary Procedures; in particular, preparation of year-end accounts of the Energy Community at the end of each financial year for validation by the Director;
  • Contribution to the establishment, maintenance and implementation of the accounting rules and methods and the chart of accounts;
  • Laying down and validating the accounting systems and tools;
  • Treasury management.
The role requires the following competencies and skills from the successful candidate:
  • University degree, preferably in accounting; alternatively, post-graduated certification in accounting;
  • Knowledge of finance, accounting, budgeting principles, in particular of IPSAS shall be an advantage; experience in application of IPSAS, desirable as well as familiarity with EU Financial Regulation and Rules;
  • Professional experience of at least 5 years, preferably in a public and/or international organization;
  • Fluency in spoken and written English is indispensable; knowledge of German is advantageous for the execution of tasks and duties;
  • Excellent interpersonal skills, including ability to operate effectively across organizational boundaries, work in a team and in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity;
  • Ability to work under pressure and manage his/her priorities;
  • Knowledge of financial and accounting software applications;
  • Advanced computer skills including advanced excel applications is required.

Employment

The candidate will be offered a contract for three years, with a probation period of 6 months, which may be renewed. The duty station is in Vienna.
Monthly gross salary will be at a level of EUR 4,803.92 that is an all-inclusive, tax exempted package of remuneration. This basic salary is subject to inflationary adjustments on annual basis. The terms and conditions of employment are based on the provisions of the Agreement between the Republic of Austria and the Energy Community regarding the seat of the Secretariat that can be found under the following address: http://www.energy-community.org/pls/portal/docs/36230.PDF.
The commencement date of the employment shall be as soon as possible in 2013, preferably as of 1 August 2013.

Selection procedure and next steps

According to Article 69 of the Treaty, the Director selects and appoints the staff of the Secretariat.
For this concrete position, under the currently applicable version of the Energy Community Procedures for the Establishment and of Budget, Auditing and Inspection, the candidate for the appointment will be proposed by the European Commission to the Director.
The Director will be supported in the selection procedure by a Selection Committee established in accordance with item III.15. of the Rules for Recruitment, Working Conditions and Geographical equilibrium of the Secretariat’s staff of the Energy Community.
The Selection Committee will agree on the shortlist of candidates meeting best the selection criteria as referred to in this vacancy notice.
Shortlisted candidates will be invited for an interview to take place in Vienna at the premises of the Secretariat (date TBD).
