Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in improving the performance of nuclear power plants, the nuclear fuel cycle, and the management of nuclear wastes; in catalysing innovation in nuclear power and fuel cycle technologies; in developing indigenous capabilities for national energy planning; in deploying new nuclear power plants; in preserving and disseminating nuclear information and knowledge; and in advancing science and industry through improved operation of research reactors.

The Nuclear Information Section consists of the IAEA Library Unit, the INIS Unit and the Systems Development and Support Group. It foster the exchange of scientific and technical information on the peaceful use of nuclear science and technology; increases awareness in Member States of the importance of maintaining efficient and effective systems for managing such information; provides information services and support to Member States and to the IAEA; and assists with capacity building and training.

Main Purpose

Under the supervision of the INIS Unit Head, the Digital Preservation Assistant contributes to the long term preservation of INIS documents by ensuring high quality digitization and optical character recognition (OCR) activities.

Working Relationships

The Digital Preservation Assistant interacts with staff in the national INIS centres in Member States by advising on digital preservation methods, OCR techniques, selection and use of software and hardware, as well as application of relevant industrial standards. The Digital Preservation Assistant interacts with other in-house users of INIS digitization services and with suppliers of the relevant hardware and software systems.

Functions / Key Results Expected

  • Provide high quality digitized and OCRed documents, including scanning of full-texts of nuclear information resources available in hard-copy or microfiche, verification, enhancement, conversion, quality assurance, indexing, long-term storage as well as their proper management and statistical control.
  • Maintain digital document resource databases.
  • Monitor end-users feedback, recommend and take appropriate action.
  • Participate in the analysis and implementation of leading standards and methodologies related to INIS full text digitization and long term preservation.
  • Prepare relevant management and statistical reports and participate in trainings and other INIS meetings.
  • Conduct digitization work according to operational plans and schedules, taking into consideration requirements of the INIS Collection production environment.
  • Provide assistance regarding overall INIS information management procedures.

Knowledge, Skills and Abilities

  • Technical expertise:
    • Excellent knowledge of information management and technology. Demonstrable conceptual, analytical and evaluative skills and ability to conduct independent research and analysis, identifying and assessing issues, formulating options and making conclusions and recommendations;
    • Excellent knowledge of, and experience with, OCR applications and tools including all stages of the digitization process (benchmarking, scanning, verification, enhancement, conversion, and quality assurance); and
    • Specialized knowledge and expertise in digital preservation principles, methodologies and techniques, including knowledge of relevant standards, best international practices and quality assurance techniques.
  • Computer skills:
    • Excellent knowledge of modern OCR and digitization software and hardware, including heavy-duty paper and microfiche scanners;
    • Proficiency in searching databases and web sites, data retrieval and document management.; and
    • Excellent knowledge of Adobe Acrobat, Photoshop and MS Office 2010 (Word, Outlook, Excel, Access, PowerPoint).
    • Interpersonal skills: Ability to work effectively in a multicultural team with sensitivity and respect to diversity and to interact with clients in a professional manner.
    • Organizing skills: Ability to prioritize work assignments, organize own schedule, perform routine work independently, meet deadlines, and adapt to constantly changing demands and multitasking. Ability to manage a heavy workload under time pressure.

Education, Experience and Language Skills

  • Completed secondary education.
  • Minimum of five years of work experience in digital preservation, thereof at least two years in international environment.
  • Work experience with high performance paper and microfiche scanners an asset.
  • English language test (level 2) and typing test (level 2) to IAEA standard.
  • Language skills: Good working knowledge of spoken and written English. Working knowledge of other official IAEA languages (Arabic, Chinese, French, Russian, Spanish) an asset.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at €41 082 (subject to mandatory deductions for pension contributions and health insurance), six weeks' annual vacation, pension plan and health insurance.
