Disaster Resilience Specialist - Terms of Reference
The Conflict, Humanitarian & Security Department's Operations Team (CHASE/OT) is contracted through Crown Agents by the Department for International Development (DFID) to provide an operational team delivering advice and assistance on humanitarian issues.
Main Job Purposes
To support DFID in implementing its policy on disaster resilience including through the design and delivery of resilience programmes helping to reduce the risk of humanitarian crises due to climate change, complex and natural disasters.
Main Responsibilities of job
Working within CHASE's Humanitarian and Disaster Resilience Teams, Country Programmes or Regional Teams, the Specialist could be responsible for the :
1. Provision of advice and support to integrate disaster resilience across humanitarian and development thinking, planning and programmes. This will include providing support to:
  • Embedding disaster resilience in country offices and regional programmes
  • Reviewing existing country and regional programmes and identifying opportunities to learn lessons, improve and further embed disaster resilience.
  • Design and development of new programmes to support disaster resilience and helping to ensure disaster resilience is integrated into the design of new development and humanitarian programmes
  • Development and updating national and localised, and DFID specific, multi-hazard disaster risk assessments.
  • Deployment to ensure disaster resilience agenda is built into humanitarian response
  • Designing and rolling out monitoring and evaluation systems related to disaster resilience.
  • Specific technical areas with respect to disaster resilience (eg health, education, WASH, food security and nutrition)
2. Provision of analysis, and identification of lessons learned, best practice and innovation, to enhance and update DFID guidance and advice on disaster resilience.
3. Support to Humanitarian Advisers on resilience programming in emergencies as appropriate.
4. Coordination with Preparedness Advisors in CHASE as appropriate
5. Other tasks relating to disaster resilience as required.

Technical competencies required

Disaster Resilience Specialist are required to have a minimum of a masters degree or equivalent level of academic and professional experience in a subject area clearly related to humanitarian or development work. In exceptional circumstances substantial experience will be accepted in lieu of higher degrees.

Highly competent humanitarian or development professional able to work strategically to influence internal and international processes, able to design and implement programmes on the ground. Strong interpersonal skills able to network effectively and work in collaboration with a range of partners and disciplines in, and across, Whitehall, humanitarian and development agencies and at country level. Able to provide specialist advice, analysis and support in response to political briefings, Parliamentary and public enquiries. You must be able to demonstrate experience of both humanitarian and development programming, including in protracted crisis and FCAS, and think across both types of assistance.

Knowledge and experience gained at a senior managerial level working on or in developing countries and/or in fragile and conflict affected environments is required.

Strong programme management skills. Well-developed team working skills, critical thinking, good judgement, creativity, flexible and innovative. Personal resilience and ability to work in a range of different and challenging environments.
Specific consultancies may require sector expertise in, for example, health, education, food security, nutrition, shelter or cash transfers. Disaster Resilience specialists are required to demonstrate knowledge and experience of technical competencies alongside the core DFID competencies.

Prepared to deploy at short notice to one or multiple locations at relatively short notice, to any DFID destination, and/or London.
Essential Experience

The six technical competences required of disaster resilience specialists are as follows:
  1. Disaster risk assessment and analysis.
  2. Planning and managing development of humanitarian programmes.
  3. Humanitarian theory, practice and architecture.
  4. Disaster resilience theory, practice and architecture.
  5. Practical experience of running disaster risk management programmes.
  6. Knowledge of the development effectiveness agenda, the international development system, Value for Money and institutional and organisational knowledge.
Depending on the role, the specialist may only require detailed knowledge in one of these specific areas.
