Field of activity

Tax policy and administration has become one of the most prominent issues in the international debate on development cooperation. The topic is especially relevant on the African continent, where many countries are facing widespread challenges in the area of good financial governance and heavily depend on external funding. The African Tax Administration Forum (ATAF) has been established to address this challenge, aiming not only at increasing tax revenues to fund national development programmes in Africa but, more importantly, using taxation as a tool to improve citizen-state relations.
ATAF was launched successfully in November 2009 with the objective to encourage and support partnership and intensified interaction among all African countries with the view to improve the capacity of African tax administrations and contribute to state-building and good governance. Currently, ATAF is in the process of establishing a dedicated research stream to provide input on the priorities and challenges faced by African tax administrations.
On behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), the GIZ Programme “Good Financial Governance in Africa” aims to contribute to good financial governance (GFG) through strengthening the three pan-African networks African Organisation of Supreme Audit Institutions (AFROSAI), the African Tax Administration Forum (ATAF) and the Collaborative Africa Budget Reform Initiative (CABRI). Within the component 'Tax Administration' which supports the establishment of ATAF, GIZ’s work focuses on assisting the organisation to establish its own research and capacity development projects.

Your tasks

You will work within the programme's component 'Tax Administration' and will support the partner organisation in building up research capacities within ATAF. This requires you to undertake smaller-scale research papers, to prepare and manage larger research activities in close collaboration with the partner organisation, and to advise the partner’s research department (e.g. by providing thematic guidance in terms of potential research topics and conceptualization of the ATAF research agenda). Over time, you shall increasingly provide expert advice in the area of international taxation.
Your specific responsibilities include but are not limited to

- Support the component manager in achieving the programme’s objectives with a special focus on strengthening ATAF’s research capacities
- Initiate, prepare and manage joint ATAF-GIZ research projects in close cooperation with the ATAF Secretariat staff
- Provide thematic guidance and advice ATAF on potential future research projects
- Facilitate and manage outsourcing of research activities to consultants with respect to content, steering of technical experts, timely submission of agreed deliverables, quality assurance
- Establish working relationships with other GIZ tax projects and initiate cooperation where synergies arise
- Liaise and network with international and African academia and advice ATAF on potential cooperation / partnerships in the area of research
- Follow the academic debate on tax policy and administration and provide technical advice to ATAF, with a special focus on issues related to international taxation
- Draft short papers to initiate discussion on specific tax issues on a regular basis

As Expert for Research on International and African Tax Issues, you will be part of the GIZ support team to ATAF and work in close collaboration with the ATAF Secretariat. You will be based in the ATAF Secretariat in Pretoria, South Africa and travel is expected to other African countries.

Your profile

You hold an advanced university degree (MA or higher) in economics, political sciences, public administration or other relevant field. You have a strong background in academic or professional research in the field of public finance and have preferably gained first work experiences as a practitioner (e.g. Ministry of Finance, Tax Administration) or researcher (e.g. research institute) in an African institution. You have been able to familiarize yourself with the challenges faced by African countries in the field of good financial governance and were able to gain direct insights into the functioning of public administration in Africa through previous work assignments or alike. Sound knowledge of the issues of international taxation as well as a solid understanding of the challenges faced by developing countries would be an additional asset.
Your excellent strategic and analytical skills as well as your capability to develop a quick and solid understanding of new work areas complement your strong intercultural skills. You are well organized and trained to manage complex processes, and have excellent writing as well as communication skills. Fluency in English is a prerequisite, good working knowledge of French is an advantage.
