GIZ is seeking various experts in different fields for the Deputy Ministry for Electricity Affairs, which is part of the Ministry of Water and Electricity in the Kingdom of Saudi Arabia.
The aim of the Deputy Ministry of Electricity Affairs is to manage all areas of generation, transmission and distribution of electricity in Saudi Arabia. One main objective is on the one hand, the supply of competitive and reliable electric power. On the other hand, the Deputy Ministry is keen to reduce environmental impacts of power generation, through application of state of the art technologies.
For the further development of the Deputy Ministry and securing the further supply of competitive, reliable and sustainable electric power, GIZ is looking for an Electricity Sector Strategic Planning Expert.

Your tasks

• Develop an electricity sector strategy
• Prepare the visions and plans that can help the Deputy Ministry to undertake its role to develop the electricity sector in accordance with the electricity law
• Identify the requirements that are needed so that the Deputy Ministry for Electricity Affairs can perform its tasks within the framework of the electricity law
• Develop and conduct trainings for the Deputy Ministry staff
• Prepare and implement all phases of strategic plans
• Develop and identify key performance indicators related to strategic plans and performance of the management
• Provide technical assistance and general consultancy to support the relevant management units.

Your profile

• At least MSc degree in the relevant field (i.e. electrical engineering, economics, electrical law, etc.)
• Minimum 5 years of professional experience
• Experience of commercial, environmental and regulating issues concerning the electricity business
• Experience in developing and implementing strategy plans in the electricity sector
• Knowledge of the relevant software
• Excellent managerial, administrative and analytical skills
• Proven interpersonal, communication and document-drafting skills
• Capacity to work in a multicultural environment
• Excellent command of English (written and oral) and communication skills
• Arabic would be an asset

Assignment period

As soon as possible for 12 months (extension of contract is most likely)
