Project/Proposal Summary: 
Strengthening Integrity and Accountability Program 1 (SIAP 1) is a five year program funded by the United States Agency for International Development implemented under the leadership of Management Systems International (MSI). The objective of SIAP 1 is to contribute to good governance in Indonesia by strengthening integrity and accountability in government – principally at the national level. It will do this by supporting governmental and non-governmental efforts to strengthen integrity and accountability.

Position Summary:
The Grants & Contracts Procurement Assistant will assist the Grants Team with preparation and administration of existing and new grants along with additional program procurements. The work requires extensive coordination with team members of SIAP 1 to ensure successful performance of SIAP 1 as detailed in the Project Description of the Cooperative Agreement with USAID. This is a three month contract, May-July 2013, with possibility of extension.

Responsibilities:
• Assist in the preparation of procurement announcements for new grants and contracts.
• Help identify and invite potential applicants/offerors to complete the Requests for Application (RFAs) or Requests for Proposal (RFPs) under the direction of Grants Team and Component Manager.
• Assist in the preparation of documents associated with a bidders’ conference, including the questions and answers and clarifications on the RFA/RFP documentation.
• Collect and compile the grants/contracts applications/proposal submissions from the vendors; and perform the initial checklist verification from the procurement documentation.
• Assist the Grants Team in the preparation for Technical Evaluation Committee (TEC) meetings.
• Help in the filing of documents associated with grant and contract procurements.
• Create and edit documents needed for new subgrant/subcontract approval from USAID.
• Communicate with applicants/offerors as needed to verify information submitted in procurement documents.
• Perform other duties and responsibilities as assigned by the Grants Manager.

Qualifications:
• Background in Finance, Accounting, or project management.
• Must have at least 1 year experience with finance, grants or procurement project, preferably under a USAID-funded project.
• Must be fluent in spoken and written English.
