Helen Keller International SPRING Country Manager, Bangladesh


Established in 1915 with Helen Keller as a founding trustee, Helen Keller International (HKI) works to save the sight and lives of the most vulnerable and disadvantaged.  Headquartered in New York City, HKI offers programs in 21 countries in Africa and Asia as well as in the United States.  The organization combats the causes and consequences of blindness and malnutrition by establishing programs based on evidence and research.  Each year, our programs directly benefit millions of people, and children are a primary concern.  HKI programs address malnutrition, cataract, trachoma, onchocerciasis, refractive error and diabetic retinopathy.  HKI has over 700 staff and an annual budget of over $60 million.
 
Strengthening Partnerships, Results and Innovations in Nutrition (SPRING) is a five-year cooperative agreement funded by the United States Agency for International Development (USAID) to provide state-of-the-art technical support and facilitate country-led, regional, and global programs to improve the nutritional status of women and children. The SPRING implementation team consists of JSI Research & Training Institute, Inc., Helen Keller International (HKI), the International Food Policy Research Institute (IFPRI), Save the Children (SC), and The Manoff Group (TMG). The SPRING team in Bangladesh is managed and hosted by HKI.
 
In Bangladesh, SPRING, is working through two of its partners, HKI and SC, to implement a large scale integrated agriculture and nutrition flagship project. Funded by USAID’s Feed the Future initiative, SPRING’s programs are implemented in the divisions of Khulna and Barisal covering over 80 sub-districts with the objective of addressing stunting and anemia among women and children. The project relies on its experienced on-the-ground partners for implementation of interventions that directly address under nutrition through the health sector as well as structural constraints through agriculture and other development sectors. 
 
As the managing partner for SPRING in Bangladesh, HKI is seeking a full time Country Manager to lead and oversee SPRING Bangladesh activities.
 
Scope of the Position
 
The Country Manager serves as the representative and senior project management specialist for SPRING/Bangladesh. S/he is responsible for the overall leadership, management and operations of SPRING/Bangladesh and will ensure the coordination of SPRING/Bangladesh with SPRING Headquarters. 
 
Primary Responsibilities
  • Provide overall leadership, management and direction to ensure successful implementation of the program and achievement of SPRING/Bangladesh objectives.
  • Ensure that all technical areas of the project (example: agriculture, health and hygiene) are integrated and delivered at high quality, making the most effective and efficient use of all project resources. 
  • Oversee strategic planning and work plan and budget development, quarterly reporting and other requirements, including periodic “success stories.”
  • Provide management expertise to foster technical and programmatic decisions in coordination with the Deputy Country (Technical) Manager and SPRING/HQ.
  • Ensure program is well monitored; data collected, analyzed and reported to appropriate stakeholders.
  • Ensure all program deliverables are successfully completed.
  • Ensure that activities are implemented in compliance with the requirements of USAID and SPRING rules and regulations. 
  • Communicate program results and create a supportive working environment.
  • Manage and oversee performance of team members. 
  • Supervise the Division Team Leaders, Deputy Country Manager and Finance and Administration Manager and other staff as appropriate.
  • Manage relationships with donors, beneficiaries, implementing partners and other stakeholders.
  • Manage national level relationships with Ministry of Health and Family Welfare, Ministry of Agriculture and Ministry of Fisheries & Livestock and other GOB partners.
  • Represent the project at meetings and other functions with other cooperating agencies, collaborating partners, senior government officials and donor agencies.
  • Work closely with the Finance and Administration Manager to develop and monitor appropriate budgets to support technical activities.
 
Requirements
 
  • Superior leadership, management and communication skills to lead a multi-faceted USAID-funded nutrition project. This includes professional experience interacting with U.S. Government agencies, host country governments and other relevant stakeholders.
  • Demonstrated success across the whole range of project management: strategic program planning; work planning and budgeting; financial, administrative, contractual management and oversight; relationship management with multiple clients; oversight of program monitoring and evaluation; and documentation of results for USAID-funded programs.
  • At least 7 years’ experience in project management and implementation plus Master’s degree in related field (e.g. public health, nutrition), or equivalent combination of education and experience
  • Previous experience managing programs implemented by multiple partners.
  • Experience in managing USAID centrally-funded projects, ideally experience with other nutrition projects.
  • Technical understanding of maternal and child nutrition, nutrition-agriculture linkages and small-scale agriculture (e.g. home gardens)
  • Excellent interpersonal and organizational skills. 
  • Strong English language writing skills.
