Organizational Setting

The Department of Management (MT) provides a 'platform of services' that serves as a foundation for the successful delivery of the IAEA's scientific and technical programmes. Its mission statement is as follows: "MT is a partner and a business enabler that champions change and efficiency, leveraging a common purpose". Thus, among other support activities, it assists a scientific manager in recruiting the right expert, helps a technical officer coordinate the purchase of radiation equipment, works with the press to help clarify the technically complex work of the IAEA, and ensures that all Board documents are translated and distributed on a timely basis to Member States.

The Division of Human Resources plans, acquires and manages human resources to effectively implement the IAEA programmes. It thus delivers the full spectrum of human resource services, including HR organizational development and planning, talent acquisition and development, performance management, and administration of compensation and benefits. The Division serves a multicultural workforce of approximately 2300 people from diverse scientific, technical, managerial and professional disciplines.

The Human Resources Planning Section provides strategic advice to managers in planning HR capacity to meet future programmatic needs. The Section is a major driver of the HR Reform and responsible for organizational development activities, organizational design, grading structures, job design and post classification.

Main purpose

Reporting to the Section Head, the HR Planning Specialist ensures the integrity in the application of the classification standards across the IAEA and ensures the quality and relevance of the Job Descriptions.

Role

The HR Planning Specialist is: (1) a specialist, providing advice to managers and staff on job evaluation, classification and design, and; (2) an evaluator analyzing complex cases related to job classification and job design, and making recommendations.

Partnerships

The HR Planning Specialist establishes the trust of management and staff by providing sound advice and guidance on all issues related to Job Design and Classification.

The HR Planning Specialist also builds on networks of specialists and counterparts in other international organizations to exchange experience on innovative policies and best practices and provides a second opinion on complex classification issues.

Functions / Key Results Expected

  • Classify Professional posts and review the classification of General Service posts prior to Vacancy Notice action. Carry out desk reviews of senior professional posts and lead the sectional review of audits. Recommend review of posts or group of posts and advise Programme Managers on classification issues.
  • Ensure that job descriptions in the Professional and General Service category are updated. Promote the development of Generic Job Descriptions by identifying job families to be covered by Generic Job Descriptions, interviewing staff and assisting managers during the design phase.
  • Support the HR planning process by preparing background information, identifying HR issues to be discussed, contributing to the review of the HR actions, and monitoring the implementation of actions agreed upon.
  • Contribute to the review of restructuring proposals by assessing the impact of the restructuring on work allocation, grading patterns, staffing levels, and job design, thus ensuring an optimum staffing structure for programme delivery.
  • Oversee the post management system and the preparation of the IAEA's Staffing Table and ensuring that requests for staffing table changes are in line with established procedures.
  • Oversee the preparation HR statistics and reporting to internal and external customers. Analyse HR data, foresee trends, and identify problems. Forecast HR requirements using appropriate planning tools.
  • Contribute to the development of HR concepts and policies.

Education, Experience and Language Skills

  • Advanced university degree in HR, business or public administration, or equivalent relevant work experience.
  • Minimum of five years of HR management experience, including at least three in the area of job classification and design.
  • Experience in the development of HR policies.
  • Fluency in written and spoken English. Knowledge of another official IAEA language (i.e. Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $56 091 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $30 457*, dependency benefits, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation, home leave,pension plan and health insurance.
