Organizational Setting

The Department of Safeguards is the organizational hub for the implementation of IAEA safeguards. The IAEA implements nuclear verification activities for some 180 States in accordance with their safeguards agreements. The safeguards activities are undertaken within a dynamic and technically challenging environment including advanced nuclear fuel cycle facilities and complemented by the political diversity of the countries.

The Department of Safeguards consists of six Divisions: three Operations Divisions: A, B and C, for the implementation of verification activities around the world; three Technical Divisions: Division of Concepts and Planning, Division of Information Management, and Division of Technical and Scientific Services; as well as two Offices: the Office of Safeguards Analytical Services and the Office of Information and Communication Services.

The Section for Effectiveness Evaluation (SEE) is located within the Office of the Deputy Director General and provides independent quality control reviews of the results of safeguards implementation and evaluation activities. The Section assesses the effectiveness of safeguards implementation in meeting safeguards objectives by determining whether safeguards verification, analysis and evaluation activities have been carried out effectively. This assessment increases assurance as to the correctness of the IAEA's findings and conclusions with respect to a State. The Section also prepares the annual Safeguards Implementation Report, which informs the Board of Governors about the Secretariat's safeguards conclusions and the safeguards implemented to reach those conclusions.

Main purpose

Reporting to the Section Head, the Senior Safeguards Evaluator leads a matrix team of Professional and General Service staff to perform quality control reviews on the results of safeguards verification activities performed either in the field or at Headquarters, and ensures the quality of the reviews. He/she also develops, improves, and oversees implementation of new methods for performing quality control reviews of information analysis, State evaluations, anomalies, annual implementation plans, safeguards verification activities, and safeguards verification measures. He/she provides expert advice for various Departmental sub-committees and working groups (e.g. the Safeguards Implementation Sub-Committee and the Safeguards State-Level Sub-Committee). He/she also contributes to preparation of the Safeguards Implementation Report (SIR) for presentation to the Board of Governors and the data analysis document that supports the SIR.

Role

The Senior Safeguards Evaluator is: (1) a leader managing the activities of and providing leadership for the staff assigned to either the Implementation Review or Evaluation Review Team; (2) a developer of safeguards quality control review processes; (3) a coordinator of quality control review activities involving staff from other components of the Department; and (4) a technical adviser, providing expertise to Departmental committees and to other Sections and Divisions in support of safeguards inspections, training, process development, equipment needs, and information management.

Partnerships

The Senior Safeguards Evaluator interacts with staff and managers throughout the Department, in addition to SEE staff, to facilitate the safeguards quality control review processes, specifically: managing safeguards verification activity reviews, supporting the SIR and data analysis document, and participating in the development and implementation of new evaluation processes. Additionally, he/she discusses issues related to States' compliance with their Safeguards Agreement, the safeguards objectives and their associated performance targets, and safeguards implementation issues with Departmental staff and Member States' representatives.

Functions / Key Results Expected

  • Lead a team of technical and support staff, from within and outside SEE, to conduct safeguards quality control reviews of the results of safeguards verification activities, and make recommendations for resolution of observed difficulties.
  • Assess the effectiveness of existing review techniques and develop new quality control review techniques for safeguards verification activities with particular emphasis on the evaluation processes to ensure that the safeguards objectives are met.
  • Review, compile, analyse and evaluate information on safeguards verification activities and coordinate the Section's input into the Departmental committee processes.
  • Participate in Departmental sub-committees and working groups.
  • Provide technical expertise and effectively contribute to safeguards inspection and complementary access work in the field to maintain first-hand knowledge of the effectiveness of safeguards implementation.
  • Provide training to staff involved in the quality control review process, including staff from other components of the Department.
  • Contribute to the preparation of the SIR for presentation to the Board of Governors and the data analysis document.

Knowledge, Skills and Abilities

  • Management skills: Ability to develop and manage technical activities and to lead and motivate teams in an international environment.
  • Strategic thinking: A high level of competence in developing strategies, policies, technical requirements, methods and guidelines, and in solving problems that have been identified to be of high priority in evaluating safeguards implementation.
  • Knowledge: In-depth knowledge of nuclear safeguards including all aspects of safeguards implementation and practical experience in IAEA safeguards inspection activities.
  • Team leadership: Ability to lead and motivate others.
  • Technical expertise:
    • Solid scientific/technical background in the nuclear fuel cycle.
    • Practical knowledge of policies, procedures and performance targets used in IAEA safeguards.
  • Analytical skills: Strong ability to analyse information, including the ability to understand complex problems and draw appropriate conclusions.
  • Initiative: Ability to take initiative and make appropriate decisions.
  • Results oriented: Strong focus on achieving results, whether working independently or as a member of a team.

  • Communication skills: Demonstrated ability to write clear and concise reports, policies and procedures, and to give effective presentations.

Education, Experience and Language Skills

  • Advanced university degree in physics, chemistry, engineering or a related technical discipline.
  • Minimum of 10 years of working experience in the nuclear fuel cycle industry, regulations, or research with practical experience in the development and application of IAEA safeguards procedures in the nuclear fuel cycle.
  • Solid technical background in the field of nuclear technology.
  • Experience in information analysis.
  • Experience in the implementation of quality management systems an asset.
  • Fluency in written and spoken English. Knowledge of other official IAEA languages (Arabic, Chinese, French, Russian or Spanish) an asset.
NOTE: The incumbent may perform his/her work in areas involving exposure to radioactive materials. Therefore, as an Occupationally Exposed Worker, he/she must be medically cleared by VIC Medical Service and is subject to an appropriate radiation and health monitoring programme, in accordance with the IAEA's Radiation Safety Regulations.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $80 734 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $43 839*, dependency benefits, diplomatic status, rental subsidyeducation grantrelocation and repatriation expenses; 6 weeks' annual vacation,home leavepension plan and health insurance.
