Background / General description:
IFC’s department for transaction advisory services in Public-Private-Partnerships (PPP) is looking to recruit an Investment Officer/Senior Investment Officer (IO/SIO) for its Middle East and North Africa (MENA) team. The team provides advice on designing and implementing PPP transactions to governments in order to improve infrastructure and access to basic services in low to middle-income countries across the MENA region.

IFC acts as a sell side lead transaction advisor to governments in the MENA region. IFC’s advice helps governments achieve long-term economic growth and better living standards by harnessing the potential of the private sector to increase access, enhance quality, and improve efficiency in public services. The team focuses on developing the following types of transactions, across all infrastructure and social sectors:



•Public-Private Partnerships

•Management and lease contracts

•Restructuring and privatization of state-owned enterprises



The position is based in Dubai, UAE and reports to the Regional Business Line Manager for PPP Transaction Advisory Services in the MENA region.

Duties and Accountabilities:
The primary responsibility of the IO/SIO will be to identify, develop and execute viable PPP opportunities in the MENA region. The person will work in coordination with investment and advisory colleagues across the region and in Washington DC. Duties include, but are not limited to:

•Proactively assist in business development by originating and managing marketing activity in assigned countries/strategic areas.

•Identify market failures and country needs to develop mapping for potential opportunities for PPPs. Execute the agreed strategy for business development with the objective of building a robust pipeline of potential PPP projects.

•Prepare or oversee the preparation of the preliminary screening of new projects. Present new proposals and business concepts to senior management and obtain relevant approvals and stakeholder buy-in.

•Analyze structure and develop innovative PPP projects and present recommendations to clients. Manage client expectations and provide appropriate advice as necessary. Provide practical solutions to complex problems.

•Undertake the day to day management of sell-side PPP mandates, including early stage marketing of project concepts to bidders, completing road-shows, prequalification, tendering and award, and the final negotiation of project agreements leading to financial close.

•Coordinate closely with other parts of IFC including environmental, social and other advisory colleagues in order to provide bespoke solutions to our clients to achieve sustainable development impact.

•Develop and maintain close relationships with the World Bank and investment colleagues.

•Develop, coach, motivate and manage junior members of the team.

Selection Criteria:
•A Master’s Degree in Finance or Business or equivalent professional qualification and a minimum of 8-12 years of professional, relevant experience, ideally in an international investment bank or private equity firm within an infrastructure practice.

•Significant experience in closing infrastructure transactions, with proven success in developing client relationships as well as structuring and developing projects. Specific experience in sub-sectors (such as transport, power, utilities or telecom) would be a plus.

•Knowledge of and relationships with investors, contractors, lenders etc. active in the infrastructure space in the MENA region.

•Sound business judgment in identifying potential projects, risks, issues and mitigants.

•Experience of working in emerging markets – experience in MENA is a plus.

•Strong inter-personal skills, ability to interact effectively with senior minister-level clients and sensitivity to various cultural backgrounds.

Excellent verbal and written communication skills in English; fluency in other languages (Arabic, French etc.) is a plus.

•Highly motivated, committed to highest ethical standards with a genuine commitment to sustainable development.

•Ability to travel significantly.
