The Results Measurement Network plays a critical role in the success of IFC’s mission. Staff in the Network, located across the institution, measures, monitors, and evaluates operations and their results; develops methodologies to support these functions; and sets global standards for measurements. In addition, the Network staff ensures that results, lessons and evidence continuously inform strategy, operations and incentives across the organization, supporting the alignment of IFC’s intended and actual impact and the achievement of IFC’s mission. The Results Measurement function is responsible for the development of standard Results Measurement frameworks; contributes to global business line/industry strategies and target setting, provides quality assurance input; and disseminates lessons and results.

IFC’s Public-Private Partnership Transaction Advisory Department (C3P) provides advisory assistance to governments to structure and implement public-private partnerships (PPP) transactions, primarily for public services. Its aim is to increase access to basic infrastructure services (electricity, water, transportation and telecommunications) and social services (health and education) and facilitate private investments.

C3P Department is looking for a Results Measurement Specialist/Senior Results Measurement Specialist, with a minimum of 8-12 years in Results Measurement or in investment or economic finance in a challenging environment.

The candidate is expected to have an advanced degree in business, economics or related discipline with a good understanding of business economics and finance, have expertise in the infrastructure, PPP and privatization space, advanced understanding and ability to apply relevant results measurement, taking into account impacts and implications for internal and external clients. This is a leadership, management and strategic oversight role, ensuring overall consistency and quality of results measurement, evaluation, and the appropriate use of development results data to inform investment and advisory decision-making and strategies across the business line while adhering to internal policies.

The Results Measurement Specialist/Senior Results Measurement Specialist will report to C3P’s Manager based in HQ and will have a co-reporting line to the Head of the Results Measurement Network.

Duties and Accountabilities:
The Results Measurement Specialist/Senior Results Measurement Specialist will be responsible for the following tasks, comprising three main aspects: results measurement, portfolio management and strategy development:

Results Measurement, Monitoring and Evaluations

1) Development, oversight and coordination of Results Measurement Frameworks

• Leads development of product and RM frameworks for C3P Department, methodologies and indicators, in particular IDGs target setting and reporting.

• Contributes to the establishment of IFC Development Goal (IDG) framework (particularly for IDG 2-Health and 4-Infrastructure), serve as IDG Working Group member and provide related training.

• Establishes framework for and carry out post-implementation monitoring for specific PPP projects and analyze the corresponding results.

2) Reporting of Results

• Ensures quality and consistency of project documents.

• Ensures compliance with disclosure policy.

• Is responsible for donor reporting.

3) Evaluation

• Oversees design, development and implementation of C3P relevant evaluations, providing thought leadership and problem solving as appropriate.

• Provides input into IFC evaluation strategy.

• Leads evaluations of PPP projects and supervise the consultant’s work.

• Leads at least one corporate level evaluation to replicate an innovative evaluation framework applied for limited sectors in the past.

Portfolio and Strategy

• Analyzes portfolio trends, including development impact, of PPP projects and integrate them into the Portfolio Review and the Product Review.

• Monitors product performance, suggest Product entry/exit, and define new Product including Product type, life cycle, and M&E framework.

• Supervises and provides guidance to Portfolio Analyst(s) to prepare ad hoc portfolio analysis, ensure portfolio quality, prepare various donor reports and provide inputs to corporate reporting.

• Serves as Global Coordinator for IFC AS’s Infrastructure Strategy discussion and support Global Focal Point for Infrastructure. Contribute to strategy formulation, ensuring comprehensive information from internal external sources

• Serves as a member of the IFC AS Management Reporting Working Group.

Others

Knowledge Sharing

• Ensures that results, portfolio and strategy information is fed into Infrastructure strategy and operational decisions.

• Leads analyses of lessons learnt from past projects, and promote effective utilization of findings by increasing staff awareness through network meetings, portfolio meetings, quarterly M&E updates through email, etc.

Training

• Provides trainings and on-going guidance to six Regional M&E teams as well as to operational staff working in C3P projects, to ensure consistent application of the framework globally.

Communication

• In collaboration with the IFC communication and knowledge networks, disseminates relevant evaluation findings, sharing best practices and results with internal and external clients.

Representation

• Represents the PPP BL in the Result Measurement Network and other fora or task forces and contribute to the establishment/revision of corporate wide M&E initiatives, policies/guideline.

• Partners internally and externally with counterparts, including PPP management team, Project Leaders and donors to facilitate discussion and ensure PPP BL’s M&E framework is consistent with investment department/Corporate guideline/donor practices, and PPP BL’s view is reflected in the IFC’s global M&E framework.

Management

• Manages and develops a small team of indirect reports and supervises the work of STCs.

Selection Criteria:
• Advanced degree in social science, international development or business administration.

• 8-12 years of relevant experience with private sector operations, results measurement and/or project management, particularly in the area of PPP and privatization of infrastructure.

• Advanced understanding and ability to apply the following competencies in a full range of situations:

• Knowledge of results measurements methods

• Application and development of policies and procedures

• Project management skills to manage projects within the results measurement functions in the [business line or industry] and to ensure completion of projects.

• Problem solving by examination from multiple angles, taking stakeholders perspectives into account, considering various solutions and making informed, credible and actionable decisions

• Knowledge of IFC’s corporate environment
