Policy Officer, Industrial Emissions EEB - European Environmental Bureau


Brussels, Belgium


The policy officer will work on the development and implementation of industrial emissions policies, with a special focus on Large Combustion Plants (LCPs). His/her work will mainly focus on the implementation and review of the Industrial Emissions Directive and the coordination of the EEB’s input to the elaboration, review and update of relevant (Best Available Techniques) BAT Reference Documents (BREFs).

The work will consist of

  • Networking with EEB members to promote activities to influence EU decision-making in the field of industrial emissions, in particular coordinating the EEB Industrial Emissions Working Group;
  • Coordinating experts’ input to the Sevilla Process;
  • Maintaining up to date knowledge of the relevant topics and carrying out specific in-depth research where required;
  • Leading the formulation of EEB policy and strategy with respect to the relevant topics and drafting EEB positions;
  • Liaising with key players from the EU institutions and other stakeholders to gather information and influence positions;
  • Developing contacts with partner NGOs and industry players;
  • Dealing with the media in collaboration with the communications unit;
  • Representing the EEB and defending its positions in relevant meetings or conferences;
  • Providing input to general EEB documents and processes (e.g. memoranda to Presidencies, reports to EEB Board, relevant web pages, etc).

Qualities and Experiences

The Policy Officer should:
  • Have a relevant academic degree (additional work experience may be accepted in lieu of this);
  • Have experience in environmental policy work, including analysis of policy proposals, formulation and presentation of oral and written com¬ments/proposals for change;
  • Have a strong affinity for European environmental organisations;
  • Be capable of understanding and presenting, in written and oral form, the key scientific, economic and legal dimensions of the relevant topics;
  • Have a sound grasp of the operation of EU institutions and EU environmental law;
  • Have excellent communications and networking skills;
  • Speak and write English fluently, with fluency in other EU languages being considered an asset;
  • Be well organised and able to work independently and as part of a team;
  • Be prepared to work outside normal office hours if necessary and to travel at short notice.

The EEB offers
