Secretary General of EACH EACH

The European Association of CCP Clearing Houses (EACH) seeks a Secretary General to establish and develop a new Secretariat in Brussels.
About EACH:
Founded in 1992, EACH represents central counterparty clearing houses – or CCPs - in Europe. The membership of EACH comprises 23 CCPs based in the European Union and other European countries.
EACH works with public authorities and representatives from the financial industry on a broad range of Central counterparty clearing issues. We offer the consolidated opinion of our membership in regulatory discussions and consultations, and help member CCPs to agree appropriate standards and guidelines. To date EACH has co-ordinated its work on the basis of voluntary efforts from those employed by member organisations. The new post of the Secretary General is being created in order to implement a new approach to managing the increased workload of the Association.
Responsibilities:
  •         Introduce and develop a small EACH Secretariat structure in Brussels;
  •         Monitor relevant discussions at EU-level and report them to EACH members (this work can build on the basis of information already available to members of the Association);
  •         Maintain of close and regular contact with European stakeholders (this work can also build on the information referred to above);
  •         Set up of transparent working processes;
  •         Undertake management duties involving co-ordination, organisation and preparation of meetings;
  •         Internal co-ordination with EACH members;
  •         Prepare draft position papers and as requested represent EACH’s interests with relevant official bodies;
  •         Act as the association’s spokesperson towards official bodies, the press and other stakeholders.
  •         Co-ordination with other industry associations, such as CCP12, ECSDA, FESE and WFE.
Qualifications:
  •         Bachelor degree or higher;
  •         Knowledge  of the EU institutions gained from working experience, likely to be a minimum of at least 3 years;
  •         Experience of government relations or similar work linked to increasing awareness of the adverse impacts of legislation and regulation on specific sectors and industries;
  •         Good knowledge of the financial services industry, including clearing, trading and settlement;
  •         Excellent communication and inter-personal skills, suitable to working in a pan-European environment, within the Association and outside the Association;
  •         Ability to work independently on the basis of directions set by the executive committee and others in the Association;
  •         Excellent skills in spoken and written English, the principal language of the Association;
  •         Fluency in French would be useful but not essential for some of the more routine work related to EACH’s status as a Belgian not-for profit company.  Knowledge of one or more other European languages would be useful but would not be regarded as necessary.
Starting date and other considerations:
An immediate start would be preferred but priority will be given to the ability of the candidate to undertake the important new role.
The preference is for the position to be filled on a full-time basis but consideration will be given to candidates wishing to work on a part-time basis, provided they are not undertaking another role concurrently and provided also that they are prepared to be flexible in terms of when the part-time work is undertaken.
Qualified candidates are invited to apply by e-mail or post, attaching a CV that demonstrates their ability to fulfil the responsibilities outlined in this advertisement.
Salary commensurate with qualifications and experience.
Please submit your application by 31st of May 2013.
