Senior Human Resources Officer EMBL


The European Molecular Biology Laboratory (EMBL) is one of the highest ranked scientific research organisations in the world. The Headquarters Laboratory is located in Heidelberg (Germany), with additional sites in Grenoble (France), Hamburg (Germany), Hinxton (UK) and Monterotondo (Italy).
The Human Resources Department is responsible for the overall EMBL people strategy. It provides service and guidance on all HR matters to 1,700 members of personnel from over 70 nations located in Heidelberg, Hamburg (Germany), Grenoble (France), Hinxton (UK) and Monterotondo (Italy). The Department consists of a recruitment team, HR generalist team, payroll as well as one team based in Hinxton performing all operational HR tasks for this Outstation. Under the immediate supervision of the Head of Human Resources the Senior Human Resources Officer performs the following duties:
  •     Manages and motivates staff in the HR Generalist Team to ensure smooth and effective delivery of services and works closely with the team to ensure consistent and transparent application of EMBL rules, regulations and procedures. Monitors performance of the HR Generalist Team, providing guidance and support to ensure the highest standard of customer service is delivered to the organization
  •     Ensures, together with the payrun responsible the prompt and accurate monthly payroll process
  •     Oversees the delivery of and provides advice on salary and related benefits and social security entitlements, and ensures consistent application and interpretation of HR policies and Staff Rules & Regulations
  •     Monitors and analyses developments in international compensation & benefits to ensure that the EMBL compensation & benefits structure remains up-to-date
  •     Initiates and/or contributes to reviewing existing work processes and developing new HR procedures and policies
  •     Prepares council documents, statistical analysis, policy papers and briefing notes and takes the lead in special human resources projects in the compensation & benefits area
  •     Contributes to various HR working groups and liaises with other administrative departments and with external service suppliers
Qualifications and Experience
In addition to an advanced university degree (Master's degree or equivalent) in Human Resources management, Public/Business Administration or related area, at least 7 years of progressively responsible experience in human resources management is required. Experience in leading a team and in project management is essential. Experience in administering and developing benefits and entitlements, human resources policies and regulations as well as familiarity with various national social security systems is highly desirable. Knowledge of other human resources functions (recruitment, performance management, training) as well as financial management would be advantageous. The ideal candidate will possess proven analytical skills and numerical aptitude, together with expertise in applying international human resources policies, practices and procedures in an international organization setting. The post holder must have excellent communication and interpersonal skills and should be able to maintain a professional & service oriented demeanour while confidently prioritizing multiple tasks to meet tight deadlines. Proficiency in MS Office applications, SAP-HR, fluency in English and a good working knowledge of French and/or German are required.
