IDLO IN SOUTH SUDAN
The International Development Law Organization (IDLO) is currently implementing a multi-project rule of law development program in South Sudan, with an emphasis on legal education and training, judicial capacity building, and constitutional and legislative reform. Among IDLO's portfolio is a three-year European Union-funded project to launch the South Sudan Legal Training Institute (LTI). This Project, 'The Legal Training Institute: Foundations for the Future', builds on more than three years of IDLO support to the Government of South Sudan to establish the LTI.
The National Legislative Assembly formally established the LTI in 2012 through the Legal Training Institute Act, 2012. The LTI is expected to provide both long-term induction training for aspiring lawyers and others working in South Sudan's legal and justice sectors, as well as short-term continuing education and certificate courses. In particular, the LTI is expected to offer initial training, to prepare law graduates to enter law practice, and continuing legal education or continuing professional development, meant to refresh, update, or reorient the knowledge and skills of practicing prosecutors, lawyers, public servants, law enforcement, support staff, paralegals, and others.
Through this project, IDLO will assist the Ministry of Justice and the LTI Management Board to constitute, launch, and operationalize the LTI over the next three years, including establishing the institutional structures of the Institute as well as commencing training under the auspices of the LTI.
THE CONSULTANCY
As the LTI expands its staff and faculty numbers, clear and efficient human resources management systems are vital to its success. To aid the establishment of these systems, IDLO is recruiting a Human Resources Expert for a short-term consultancy. The Expert will work in close collaboration with the LTI Management Board and personnel to develop a human resources management system that covers staff recruitment, development and evaluation.
Under the supervision of IDLO's embedded LTI Senior Management Advisor, the Human Resources Management Expert will:
  • Review the laws of South Sudan and the HR processes of other similar, East African training institutions, to collect information relevant to the LTI's human resources planning;
  • Develop, in consultation with the LTI Board and senior management, proposed HR systems and processes that are aligned with the Legal Training Institute Act, 2012, laws and regulations governing public sector employment in South Sudan, and the LTI Strategic Plan;
  • Assist the LTI Board and Principal to identify the Institute's most pressing personnel requirements, including teaching, research, administrative, technical and/or support staff members;
  • Develop, based on consultations with the LTI Board, senior management, and other stakeholders, draft terms of reference/job descriptions for key LTI staff positions, including teaching and research staff, administrative and technical staff, and support staff;
  • Develop, in consultation with the LTI Board and senior management, a template for performance-based contracts for LTI staff;
  • Assist the LTI Senior Management Advisor and senior management to develop a proposed professional development plan for LTI staff;
  • Train existing personnel at the LTI to follow the proposed HR systems and processes, the professional development plan, draft terms of reference and performance-based contracts in the recruitment and promotion of staff OR develop a framework for future training on human resources systems to be implemented by the LTI Senior Management Advisor; and
  • Perform any other duties as requested by the Supervisor.
Key Deliverables
  • Proposed HR systems and processses for the LTI;
  • Terms of reference or job descriptions for key personnel in each of the LTI's Directorates;
  • A template for performance-based contracts for the LTI;
  • Proposed professional development plan(s) for LTI teaching, research, technical, administrative, and support staff;
  • and A training program and materials for training human resources personnel to use the new HR tools.
This consultancy is for a one (1) month period. Start date to be determined.
IDEAL CANDIDATE PROFILE
The Human Resources Expert will possess the following qualifications, experience and competencies:
  • Master's degree in business, human resources, or other relevant field;
  • A minimum of ten years human resources experience, with previous experience of work within an academic or training institution a significant advantage;
  • Familiarity with East African or South Sudanese political and legal context;
  • Excellent interpersonal skills, with proven ability to work independently and as part of a team;
  • Proficiency in all standard computer skills, including Microsoft Word, Excel and Publisher; and
  • Fluency in spoken and written English, with knowledge of South Sudanese languages or dialects, including Arabic, a significant advantage.
