The Organisation
QGC is a leading Australian coal seam gas explorer and producer focused on supplying cleaner hydrocarbon energy to growing domestic and international markets.
We are establishing Queensland Curtis LNG, a world-first project to turn reserves of natural coal seam gas in the Surat and Bowen basins in Queensland into liquefied natural gas (LNG) – a carbon efficient fuel. QGC, which is wholly owned by the British energy company BG Group, employs more than 4,300 staff and contractors. | ||||||||||||||||||||||
Position Summary
The role of the Landholder and Community Liaison Officer is to act as QGC’s representative and liaison with landholders and community members within QGC’s Gasfields. In doing so, they will:
• represent QGC to external stakeholders and likewise communicate the concerns of local communities and other external stakeholders to QGC. This will also include providing a link between activities and the community through stakeholder management and external communications; • maintain access to land to enable QGC to conduct its gasfield activities; and • liaise with QGC’s field operations and projects staff to ensure external stakeholders are informed of QGC’s activities during the lifecycle of these activities | ||||||||||||||||||||||
Key Accountabilities
Core AccountabilitiesPosition Specific• Foster effective long-term relationships with impacted landholders and community members • Maintain appropriate access to land to enable QGC to conduct its gasfield activities • Advise landholder negotiation teams on social / sustainability concerns • Responsible for the resolution of landholder and community complaints • In collaboration with the Lead Landholder & Community Liaison Officer, advise on local area issues and assist with the development of strategies to address them • Liaise with the various Operations and Projects teams to identify impacts and risks requiring public communication/monitoring and coordinate community and landholder impacts • Support stakeholder relations in the Field. Act as a main contact point for identified stakeholder groups and proactively identify and work to resolve issues before and as they arise e.g. dust, noise, traffic changes, coexistence, sustainability and safety concerns • Be familiar with and support the implementation of QGCs complaints management and stakeholder feedback processes. Own issues and manage issues through to resolution • Assist with PCA, environment, social, and indigenous affairs public engagement programs • Develop and maintain positive relationships with the community and other team members • Collaborate with other team members responsible for Safety and Environment to ensure all necessary and proper precautions are taken to minimise the impact of operations on community • Implement QGCs Corporate Code of Conduct at site and within impacted communities • Engage the community to access information where language or cultural issues may otherwise hinder full participation • Maintain thorough knowledge of current and upcoming community issues which could potentially impact QGC operations • Assist the directorate in engaging with the community and collating the community’s views and input People Management• The incumbent must adhere to the annual HR cycle and meet deadlines within the appropriate timeframes Health Safety Security and Environment (HSSE)• Every individual has a duty to both themselves and those around them to ensure that safe practice is adhered to at all times. Unique Knowledge, Skills, Experience and Attribute
Experience Needed• Experience working in a community engagement role at a grass-roots level with direct involvement in project delivery, implementing community development or social investment projects
• Experience conducting stakeholder or community forums and consultation • Experience working within the agriculture, infrastructure, mining, resources, energy, consulting sectors or major government departments in either land access, social performance, environmental management, public policy or media • Experience working within large rural based communities • Substantial experience, working in a professional capacity to solve complex to abstract problems associated with individual and communities during project implementation
Knowledge, Languages, Skills and Attributes
• Knowledge of political, social and industrial environment • Sound regulatory knowledge; a. Environmental Protection Act; b. Petroleum and Gas (Production and Safety) Act ; c. Cultural Heritage Act; • Advanced communication, interpersonal and relationship management skills • Understanding of farm-related activities, concerns and business • Client service orientation • Conflict resolution • Negotiation and influencing skills • Sound regulatory knowledge • Strong stakeholder management skills • Excellent written and verbal communication skills • Commitment to workplace health and safety • Ability to convey complicated issues and ideas to different audiences • Awareness of issues influencing company reputation • Ability to solve problems and perform on the job analysis of situations and solutions • Tertiary qualifications or equivalent in community development, rural development, social sciences or a related discipline (desirable) Special Features• Ability to undertake domestic travel | ||||||||||||||||||||||
