Chief of Party, Cambodia

Chief of Party, Cambodia
ACDI/VOCA is currently seeking a Chief of Party for a P.L. 480 Title II USAID development food assistance program (DFAP) in Cambodia. The overall goal of the project will be to reduce chronic food insecurity and vulnerability of individuals, households and communities to food security shocks. The program aims to increase the production generated by smallholder farming households, especially female-headed and conflict-affected households; increase the income generated from their production; reduce the underlying vulnerability of farming communities to food security shocks; and promote improved health and nutrition.
Responsibilities:
Overall and general management: Assume responsibility for overall program management of the DFAP and act as Country Representative. The COP will provide leadership, oversight and support to all aspects of the program including, but not limited to, monetization and commodity management, improving livelihoods of beneficiaries, and promoting improved health and nutrition. The COP will promote strong relationships with the USAID Mission, the government of Cambodia and other donor and nongovernmental organizations. Financial management: Supervise the financial accounting of monetization proceeds with accounting staff; work with headquarters staff on development of budgets, pipeline analyses and estimated income projections from monetization. Agricultural productivity: Oversee the design, development and implementation of strategies to improve agricultural productivity and increase rural household incomes. Monitoring and evaluation: Ensure timeliness of monitoring and evaluation activities. Develop reports for donor and ACDI/VOCA management; manage final evaluation process. Reporting: Coordinate activities and write annual results report, resource requests, quarterly reports and pipeline analyses; coordinate with HQ and communications staff on development of profiles, success stories, etc. New business: Assist in the marketing, design and development of other ACDI/VOCA projects in Cambodia or other countries, as needed.
Qualifications:
Minimum of 10 years’ overseas experience in international development required. Experience developing and managing programs related to integrated rural development with experience in Cambodia or Southeast Asia required. Demonstrated experience with gender-based violence initiatives. Experience with commodity management under P.L. 480 required. Demonstrated proficiency in the field of people and project management, as well as strategic planning. Prior experience with USAID projects, procedures, policies and reporting requirements is required; prior experience with Title II projects is highly preferred. Effective record of building relationships with governmental organizations as well as private and community organizations is required. Established track record of achieving results within difficult working environments is required. Master’s degree in a pertinent field (for example, social research, project management, international development, international business) is highly desirable. Fluency in English is required; Khmer proficiency highly preferred.
