Job Summary
The Market Development Facility (MDF) is an AusAID-funded initiative which aims to trigger lasting, 'systemic' changes in the markets systems and create additional employment and income earning opportunities for the poor.
The Facility is committed to implementing a systems approach to pro-poor approach. Rather than working with the poor directly, the Facility will seek to develop partnerships with players in the private and public sector for lasting systemic changes that create broad-based, sustainable pro-poor growth. MDF is currently operational in Fiji, Timor-Leste and Pakistan.
The Australian Government explicitly acknowledges in its strategy on ‘Securing a Sustainable Future’ that sustainable development must incorporate environmental considerations. All interventions funded and implemented under the Facility must comply with AusAID’s Environment Management Guide for Australia’s Aid Program 2012 together with local environmental regulations in each country where MDF operates. AusAID’s Environmental Management Guide outlines the requirements on development programs, such as MDF, to help Australia meet its legal and policy obligations and apply best practice in environmental management. For AusAID this also includes climate change and disaster risk reduction considerations.
MDF has developed its own Environmental Guidelines, which includes a Six Step Environmental Checklist to ensure that environmental considerations are integrated in its day-to-day operations throughout the Facility.
We currently require a short-term consultant in the position of Environmental Consultant. This position will play a lead role in the delivery of:

- Draft Timor-Leste Annex to the Environmental Guidelines including scan and draft Environmental Checklist built around AusAID and Timor-Leste country requirements;
- Training delivered to Timor-Leste Country Team on requirements of MDF’s Environmental Guidelines and use of Environmental Checklist;
- Final MDF Environmental Guidelines and Timor-Leste Annex, incorporating MDF comments;
- Completed checklists for 4 interventions.

Key Responsibilities
MDF is currently seeking an experienced Environmental Consultant to develop MDF’s Country Specific Annex for Timor-Leste to become a part of its overall Environmental Guidelines.
Objectives:
Objectives:
- To review and understand MDF’s Environmental Guidelines, including Australian Government regulations.
- To develop a country-specific Annex, for Timor-Leste, detailing environmental considerations in the country and particularly within the sectors where MDF focuses. How the environmental scan needs to be conducted (desk-based or field-based) and whether this requires sector-specific reviews will be discussed with MDF management upon commencement of the assignment.
- To develop MDF’s National Environmental Checklist for Timor-Leste, which will be the key tool to assess the potential risk and environmental sustainability and to determine required actions for each intervention. This Checklist will incorporate country-specific requirements and considerations; taking into consideration its role as a part of the overall Six-step Checklist.
- Deliver tailored training to the MDF Timor-Leste Country Team on use of the environmental checklist and the environmental guidelines in the Timor-Leste context.
- To review MDF’s existing interventions to ensure that they comply with MDF’s Environmental Guidelines – this includes reviewing interventions against both the Six-Step Checklist (general check) and the National Checklist (for compliance against national regulations).
