Background: The Islamic Republic of Afghanistan has received a grant from the International Development Agency (IDA) for the Afghanistan Second Skills Development Project (ASDPII). The said project aims to establish a high quality, equitable, market-responsive and cost-effective technical and vocational education and training (TVET) system in order to increase the number of immediately employable Afghan graduates. The said project consist of four main components, strengthening of the TVET institutional system, Improving performance of TVET Schools and Institutes, Improving Teacher Competencies, and Project Management, Monitoring & Evaluation and Public Awareness. The ASDP project is looking for recruiting a Procurement Consultant on competitive basis in order to continue with service as stated in below duties and responsibilities and support the project in term of procurement activities.
Job Summary: Main Objective: 1. Under the direct supervision of the Project Manager, the Procurement Advisor will be working in partnership with the procurement team assigned to ASDP; 2. In line with the World Bank procurement and Consultant guidelines provide advice to the Project Manager and senior ASDP management. 3. Help and provide guidance to the national procurement consultants, and civil servant procurement staff, who are involved in the procurement of project procurement, on complex procurement and contract management. 4. Provide on the job training and face to face training though holding procurement workshop on Procurement process and contract Management to the national procurement consultants and civil servant procurement staff of the ministry who are working on the ASDP procurement.
Detail Job Activities:
  1. Following sound procurement procedures for ASDP/DMTVET – in accordance with regulations of GIRoA and the World Bank.
  2. Assist and provide guidance for transparent procurement evaluation procedures for ASDP;
  3. Assist and provide guidance for timely presentation of procurement records for GIRoA, IDA, ARTF and further relevant stakeholders;
  4. Assist and provide guidance for updating the approved Procurement Plan and World Banks’ NOL and further relevant approvals;
  5. Assist and provide guidance for procurement as per procurement schedule in the Grant Agreement;
  6. Ensuring that training in procurement procedures is conducted for counterpart personnel involved with ASDP operations to continue independent procurement work after exit of Procurement Advisor.
  7. Assist and provide guidance for that the procurements for Goods, Works and Non-consulting services are conducted in accordance with the World Bank procurement guidelines of January 2011 as revised and the selection of consultants is carried up in accordance with the IDA guidelines of January 2011;
  8. Ensuring that the concerns of the World Bank mentioned in Aide Memoires are implemented;
  9. Assist and provide guidance for Up-dating the ASDF Procurement Manual as and when required basis;
  10. Participate in the hiring of procurement personnel for ASDP and for the TA procurement staff of the Ministry;
  11. Assist and provide guidance to devise inventory systems of the ASDP;
  12. Any other procurement related advisory tasks assigned by the Project Manager;
Professional Qualifications •
The consultant shall be technically qualified with a degree in business, economics, engineering, Agriculture or related field from a recognized university. • At least 6 years of experience in Procurement of which, 2 years should be in a management position held in an international or national public or private sector organization and at least five years in a developing country. • Prior experience with the World Bank, in Agriculture related funded Projects would be an advantage. • Proven experience of contract management would be essential • Competent in the use of Computer applications. • Has the ability to complete procurement of complex contract packages within the time schedule. • Demonstrated ability to work with, motivate and train national staff in procurement and contract management.
