Local Capacity Building Manager, Monitor and Evaluation Support, Afghanistan

Objective:
Social Impact is currently accepting expressions of interest for an anticipated USAID-funded project in Afghanistan. The project will assist USAID/Afghanistan to monitor its portfolio of development assistance projects. The project will involve innovative techniques that cover a broad range of technological sophistication in the monitoring and evaluation field. This role will be based in Kabul, Afghanistan. SI is seeking Capacity Building Manager.
Responsibilities and Tasks:
The Capacity Building Manager (CBM) will lead the delivery and sharing of gathered knowledge from the Remote Monitoring Project (RMP) operations. As the teams’ manager, the CBM will collaborate with RMP task order holders and Afghan partners to strengthen implementing activities to ensure deliverables meet sufficient, accurate and verified information criteria. The CBS will assist in developing and implementing an engagement strategy for collecting and sharing verification and monitoring data for task orders. In addition he/she will develop program guidance for building technical and managerial capacity of Afghans and Afghan firms during the implementation of all task orders. The CBM will also assist in the development and implementation of a professional development plan for Afghan staff and work with the Information Management Specialist to inform external partners, including beneficiary communities, about the mission and goals of RMP.

Qualifications:
- A Master’s Degree (or foreign equivalent) in relevant field;
- Minimum seven (7) years of progressive experience in strengthening capacity of Afghan institutions, including developing innovative approaches for verification and communications between organizations;
- Minimum five (5) of international experience in training sessions, workshops and other capacity building activities with demonstrated sensitivity to local cultural norms;
- Minimum three (3) years of experience leading capacity building, or training teams;
- Minimum two (2) years of experience implementing monitor and evaluation activities;
- Fluency in spoken and written English is required.
