Head of Technical Coordination & AMEL

The American Red Cross (ARC) International Services Department (ISD) seeks to prevent and alleviate human suffering around the world by responding to disasters, building safer, more resilient communities, and educating future humanitarians. The American Red Cross continues to deepen and expand its international programming while also working to strengthen the global Red Cross Red Crescent Network, in order to deliver critical assistance to some of the most vulnerable communities in the world. The ARC Haiti Assistance Program (HAP) was established to direct the organization’s response to the 2010 Earthquake in Haiti. HAP activities focus on integrated community recovery and preparedness interventions in Haiti working within the Red Cross/Red Crescent Network, particularly with the Haitian Red Cross and also through external partners. The goal of the HAP recovery strategy is that households and communities in Haiti are safe, resilient and part of a wider network that provides healthy and secure living conditions and spaces. To reach this goal, HAP has adopted two specific objectives: i) Neighborhoods are safer and resilient to shocks and ii) HRC is better equipped to build community safety and resilience.
SUMMARY: The Head of Technical Coordination & AMEL oversees the Technical Advisory Unit as well as the Accountability, Monitoring & Evaluation, Learning Unit of the Haiti Assistance Program (HAP) at field level. S/he is the direct line manager of the Sr. AM&E and Learning Delegate, Sr. WASH, Health, DRR, Construction and Livelihoods Delegates and other Senior National staff. In close collaboration with the Deputy Country Representative- Programs (DCR-Programs), Program Managers and Coordinators, the Head of Technical Coordination & AMEL provides strong leadership in the assessment, design, planning, monitoring, evaluation, research and reporting of HAP’s response and recovery programs. S/he is expected to play an active role in collaborating towards the achievement of programmatic objectives of the HAP strategy. S/he will identify opportunities for programming and will ensure timely and context appropriate proposal development. S/he ensures accountability and programmatic integration and promotes good practices, knowledge management and institutional learning ensuring that ARC programs are implemented in accordance with sector specific industry standards.
As part of the Red Cross/Red Crescent Network, s/he will actively support, mentor and build the technical capacity of ARC staff and other Movement partners, in particular of the Host National Society. In addition the Head of Technical Coordination and AMEL will have the additional role of Environmental Advisor and will provide technical support on ways to mainstream environmental sustainability into recovery and reconstruction programs. The position will report to the Country Representative and is part of the Senior Management Team. The Head of Technical Coordination & AMEL may be required to travel up to 30% of his/her time. This is a full time position for a minimum of 366 days with the possibility of extension. This is an unaccompanied post.
RESPONSIBILITIES: The Head of Technical Coordination & AMEL responsibilities include but are not limited to: • Supervises technical and specialized resource teams supporting direct service delivery and the monitoring of external partners; runs the day to day operations of the Technical Coordination & AMEL Unit. • Ensures the development of both integrated and sector-specific strategies in alignment with GoH, HAP and Movement strategies, principles, goals and objectives.
• Identifies and proactively pursues new opportunities for programming (stand-alone and/or integrated projects) and leads the development of proposals, project documents and budgets for new projects. • Monitors and promotes effective coordination and complementarity between American Red Cross projects and partner projects. • In coordination with DCR-Programs, Program Managers and Partnership Coordinator, provides guidance to ensure effective implementation, monitoring and evaluation of technical activities according to approved plans, budgets and timelines of projects implemented by Red Cross and non-Red Cross partners. • Develops systems, procedures, tools, associated methodologies and key project documents to ensure successful management and implementation of sector-specific and/or integrated projects. • Contributes to the development and management of RFA and RFP process, as required. • Supports the development of a successful exit strategy and/or handover of sector-specific and integrated activities. • Conducts frequent field site visits to review individual projects focusing primarily on quality of work, progress against indicator targets, etc. • Provides project management support and oversight when required. • Participates in the hiring of staff. • Communicates mission, purpose, strategic goals and programme objectives among project staff (including incoming staff) to create mutual understanding and coherence. • Actively mentors and builds the technical capacity of ARC, HRC staff, volunteers and partners. • Closely monitors and communicates technical program performance to Sr. Management. Tracks and advises Senior Leadership on technical issues that could adversely impact American Red Cross programming in Haiti. • Ensures HAP programs are in alignment with humanitarian industry standards, ARC and Movement guidelines and policies. • Promotes good practices, knowledge management and institutional learning and incorporates lessons learned, best practices and technical innovation in plans and project designs. • In close collaboration with the Sr. MEL Delegate ensures project assessments, review, evaluation, analysis, M&E plans, data collection and reporting are conducted in a timely manner and in accordance with the highest standards. • Prompts, supports and monitors the technical management response to program reviews and evaluations. Conducts routine program review sessions. • Works closely with DCR- Programs, DCR-Operations, Technical Sector Leads, Program Managers, M&E and other support staff to share information and build synergy to maximize program success.
• Contributes in the production of materials such as presentations, annual reports, training materials, position papers, proposals, etc. • Represents the American Red Cross and liaises with counterparts from the Haitian Red Cross, Participating National Societies, the Federation and the ICRC, relevant Haiti Government agencies, as well as external partners active in the country to minimize duplication and maximize coordination. Reports back, as necessary. • Identifies community and government resources and seeks to integrate ARC HAP programming with existing structures and capacities. • Fosters positive, collaborative, integrated and effective work relations with internal as well as external stakeholders. • In the event of an emergency, provides technical support to the response lead. • Provides technical support on integration of environmental sustainability concepts into recovery and reconstruction programs.
• Actively participates in cross-departmental and cross-regional initiatives which directly relate to HAP and/or broader ISD strategies. • Backstops for other team members when required.
QUALIFICATIONS:
• University degree Social Sciences, Engineering, Development studies or related field. Advanced degree preferred. • Minimum of seven years experience in emergency response and recovery operation with at least 1 year of supervisory experience. • Strong analytical skills, attention to detail and deadlines, good judgment, ability to work well with little supervision, flexibility, and demonstrated ability to work well as a team player. • Demonstrated experience in providing technical assistance to field staff in project design, planning, implementation, monitoring and evaluation. • Familiarity with Red Cross/Red Crescent Movement highly desirable. • Excellent interpersonal skills; ability to work effectively and in a collegial fashion with people from a wide range of backgrounds and cultures in a dynamic and demanding operational environment. • Understanding of biodiversity and natural resource management principles. • Computer proficient, especially in MS Office required. • Excellent written/verbal communication skills in English (essential) and French/Haitian Creole (desirable).
