Monitoring and Evaluation Specialist, Peru

World Learning, a global non-profit organization, (www.worldlearning.org) has an immediate vacancy for a Monitoring and Evaluation Specialist for a U.S. Department of Labor-funded “Project to Combat Rural, Exploitative Child Labor in Peru.” This is a local hire position and based in Lima, Peru with extensive travel required to other areas of the country. Expected duration – 2.5 years. Background: This program aims to reduce child labor in 2 provinces of Peru (Huancavelica and Villa Rica) through initiatives that increase vulnerable children’s access to quality education and by promoting sustainable livelihoods for their households to help their families overcome dependence on children working to meet their basic needs. Specifically, the project will reach 6,000 children and adolescents through flexible academic leveling programs, after-school support programs, technical training, and teacher training programs designed to improve the quality of rural intercultural education. In addition, the project will reach 3,500 families by assisting farmers to improve agriculture practices and increase crop yields. Other key objectives of the program include: strengthening the institutional capacity of regional and local institutions, both governmental and private, to address the root causes of child labor, raising public awareness about exploitive child labor and the importance of education, supporting research and the collection of reliable data on child labor, and promoting the sustainability of these efforts.
Monitoring and Evaluation Specialist, Project to Combat Rural, Exploitative Child Labor in Peru
Reports to:
Dual reporting to the Project Director and World Learning’s project Program Officer based in the United States.
Supervisees: 2 Monitoring and Evaluation Technicians based in Huancavelica and Villa Rica
Job Purpose: The Monitoring and Evaluation Officer is responsible for overseeing the implementation of the project’s monitoring and evaluation activities, including the Direct Beneficiary Monitoring System, and will act as the liaison and point of contact between a USDOL external evaluation contractor and the project. This individual must have at least three years progressively responsible experience in the monitoring and evaluation of international development projects or one year relevant experience combined with an advanced degree in statistics, public policy, economics, or a related field. Relevant experience can include strategic planning and performance measurement, indicator selection, quantitative and qualitative data collection and analysis methodologies, database management, impact evaluation, and knowledge of Government Performance and Results Act. The individual should be familiar with experimental impact evaluations or similar rigorous research methodologies.
Responsibilities: Design and lead implementation of program monitoring systems, including routine reporting and review • Design program evaluations including formative, baseline, and end line studies • Design data collection methodologies, tools and systems • Lead analysis of monitoring and evaluation data for use in regular required reporting and program quality improvement • Ensure quality of monitoring and evaluation data and lead efforts for data quality improvement • Lead improvements to logical frameworks and project indicators, as necessary • Train and supervise field Monitoring and Evaluation Technicians • Supervise field data collection efforts • Create and manage data analysis systems and project databases • Coordinate with project staff and consultants for field visits and assessments • Liaise with USDOL program officers and monitoring and evaluation specialists • Support Project Director with statistical data for use in program planning • Support design and implementation of external impact evaluations that employ rigorous experimental methods • Serve as a resource to project staff on monitoring and evaluation best practices • Contribute to World Learning’s internal reflection and development of project best practices • Other duties, as assigned
Required Qualifications: • At least 3 years progressively responsible experience in the monitoring and evaluation of international development projects or one year relevant experience combined with an advanced degree in statistics, public policy, economics, or a related field • Experience leading data collection teams in large scale data collection efforts • Demonstrated experience in monitoring and evaluation design, including applied research, indicator development, including qualitative behavioral measures; strong analytical skills; understanding of donor requirements and expectations, particularly the USG. • Demonstrated ability to manage multiple tasks and projects simultaneously and foresee problems and complications and take action to resolve and mitigate them before they occur. • Must be a dynamic, flexible team player with demonstrated leadership abilities and outstanding communication skills
• Fluency in Spanish and English • Willingness to travel regularly outside of Lima
Preferred Qualifications: • Advanced degree in economics, statistics or other relevant field • Experience collecting data in the jungle and mountain areas of Peru
