Background/General description

Under the guidance and supervision of the Director Risk Management, DRM the Senior Officer will be involved primarily in the appraising and monitoring of Treasury counterparty credit lines and bond/Euro commercial paper investment credit lines. The Senior Officer, will work in close collaboration with the Treasury department.

DUTIES AND ACCOUNTABILITIES

Business Management Accountabilities:
  • Provides analysis of potential counterparties and issuers from a credit risk perspective;
  • Presents credit line proposals and recommendations;
  • When requested by Treasury Department reviews offering circulars and bond prospectuses for credit relevant provisions;
  • Participates, together with Treasury Department, in the evaluation of asset backed investments, including: Covered Bonds, Asset backed bonds and Asset backed commercial paper;
  • Proactively monitors credit exposures, portfolio composition and risk trending on a daily basis and communicates concerns to senior management as required;
  • Participates in creating new risk reports;
  • Follows international coverage of issues affecting the banking sector and corporate and sovereign bond markets;
  • Conducts industry and country research on trends and developments which may affect the portfolio;
  • Conducts any required stress testing;
  • Develops a regular schedule of credit line reviews;
  • Presents the reviews together with recommendations and analyses to the Bank’s Management;
  • Restates the credit arguments for each credit line and where necessary recommend changes.
Relationship Management Accountabilities (Internal and External):
  • Participates in the promotion of the BSTDB’s activities.
Undertakes other relevant tasks that may be assigned by the Director, RMD and as may be required by the policies of the BSTDB.

SELECTION CRITERIA

  • University degree, preferably at the postgraduate level in Finance, Business Administration, Banking or a related field;
  • Professional certifications as CFA, FRM or PRM are a plus;
  • At least five years of relevant working experience in financial institution, with at least three years of work experience in investment grade credit risk assessment;
  • Experience of analyzing investment grade financial institutions as counterparties for a full range of Treasury transactions;
  • Experience of analyzing a range of interest rate securities, including: bonds, Euro commercial paper, asset backed securities and covered bonds;
  • Comprehensive understanding of credit risk assessment methodologies;
  • Strong analytical skills;
  • Comprehensive knowledge of credit and financial analysis;
  • Proven capacity to understand and analyze investment structures;
  • Knowledge of relevant investment grade credit sectors;
  • Proven planning and organizational skills;
  • Excellent interpersonal skills: ability to successfully interact with a variety of people in a multicultural environment;
  • Consistently approaching work with energy and a positive and constructive attitude;
  • Client focus and service understanding;
  • Commitment to knowledge sharing;
  • Excellent written and oral communication skills in English;
  • Solid computer skills. SAP experience is an advantage;
  • Experience in the region of the BSTDB’s operations is an advantage;
  • Experience in an international financial institution is an advantage.
