JOB SUMMARY:
The primary role of the Health Program Manager is to ensure that all immediate lifesaving interventions and public health concerns (e.g., communicable diseases, diseases surveillance, outbreak response) are integrated into emergency response activities and to lead coordination and implementation of these activities.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Program Planning & Implementation
• Lead the delivery or curative care at the health facility level clinics and inpatient services with a team of national health staff and operational support staff • Work closely with the Medical Coordinator to undertake ongoing assessments of population needs and adapt the program interventions accordingly • Train national staff on the job for compliance with disease treatment protocols, guidelines and national policies as relevant to the context • Monitor and analyze data to flag possible outbreaks during the emergency phase • Work with the Primary Healthcare teams, including WASH, to identify possible outbreak risks and plan risk mitigation Ensure adequate medical supplies for the supported facilities • Work with Medical Coordinator to develop response to outbreaks of communicable diseases during the emergency phase • Contribute to design and writing of proposals and reports • Coordinate with all relevant actors and actively participate in relevant working groups or sub-health cluster (where active) • Work with partners and community members to develop appropriate prevention, surveillance and response activities.
  1. Training/Capacity Building
• Organize and lead trainings for delivery of curative care for both PHC and inpatient care • Organize and co-facilitate trainings for medical practitioners on data collection/analysis and planning an outbreak response • Support the Community Health team to identify and train community-based volunteers for prevention activities
  1. Representation • Participate in the production of reports at site and ensure the timeliness and accuracy of information provided, as well as ensuring confidentiality of sensitive information • Contribute to the creation of a positive image and overall credibility of the organization, notably through the application of the organizations Code of Conduct, ethics, values and stand-point with regard to internal and external actors
  2. Working Relationships • Maintain frequent communication with Medical Coordinator to ensure program activities and objectives are communicated • Compile weekly, monthly and quarterly activity reports and submit relevant information to the Medical Coordinator. • Submit required activity reports and statistics • Anticipate changing needs and emergencies • Work with support staff to ensure the coordination of programs supplies • Attend coordination meetings which are relevant to country activities or as assigned • Interface with national government and relevant agencies as necessary • Perform other task assigned by the Medical Coordinator according to needs
  3. Security • Ensures application and compliance of security protocols and policies
SKILLS & REQUIREMENTS: • Minimum medical degree, preferably with a Master’s in Public Health • Minimum of 5 years’ experience with emergency response and post-disaster, post conflict work experience; • Experience in effectively dealing with international and headquarters staff, as well as donor agencies, government officials, and other NGO’s; the ability to work with a broad spectrum of people • Ability to exercise sound judgment and make decisions independently • Ability to write clear and concise reports and to meet required reporting deadlines. • Extremely flexible, and ability to work in basic living conditions, and under administrative and programmatic pressures and ability to cope with stressful situations • Ability to assume non-medical responsibilities from time to time to cover for other team members • Skills and knowledge in program sustainability and capacity building, and project monitoring and evaluation (both quantitative and qualitative methods).
