The role
To develop Save the Children education strategy in Afghanistan, improve the quality of education programming and influence wider internal and external policy and practices.
Key areas of accountability:
* Lead development and review of education strategy and con tribute to Save the Children's overall program strategy.
* Lead technical project design including development of high quality concept notes and proposals.
* Provide high quality technical support to implementation teams and technical oversight of all education activities, strategies, assessments and projects.
* Support the development and implementation of effective assessments and monitoring, evaluation and learning systems, indicators and tools.
* Improve programme quality by leading development, review and cataloguing of standardised technical tools, manuals, guidelines, trainings, regulations and protocols.
* Keep abreast of education sector trends, developments and policy and adapt and promote introduction of new methodologies, innovations and best practices.
* Ensure lessons learnt and best practice are documented and communicated to shape in-country strategies and programme approaches, and contribute to broader sectoral learning.
* Pro-actively identify advocacy and research opportunities and play a leadership role in shaping communications and media priorities in line with education thematic priorities.
* Influence policy and practices and represent Save the Children at national forums, clusters and other co-ordination and liaison meetings with partners, donors and government.
* Lead internal capacity building including the development and provision of trainings and mobilisation of internal and external capacity-building opportunities.
* Manage a small team as necessary, and act as the lead internal and external education focal point for Save the Children in Afghanistan.
Qualifications and experience
Essential
* Minimum of 5 years' experience of working in the INGO sector
* Demonstrable experience of developing education strategy and successfully implementing basic education programm es in developing countries, preferably in post-conflict or transitional countries
* Knowledge of basic education in a developing context including child-centered and activity based learning approaches
* Strong skills and experience in all aspects of programme development, including proposal writing and monitoring, review and evaluation
* Demonstrable experience of representation and policy work, and developing working relations with donors and government
* Degree or equivalent level education in education or a related field.
* Fluency in written and spoken English
* Ability to think and plan strategically, analyse and problem solve, and be creative
* Cultural and gender sensitive team player, able to work collaboratively with people
* Excellent interpersonal, communication and presentation skills.
* Proven skills as a trainer/facilitator and mentor
* Commitment to and understanding of Save the Children's aims, val ues and principles
Desirable:
* Teacher training experience.
* Curriculum and materials development experience.
* Knowledge / experience of early childhood development
* Experience of education in developing countries with multiple languages.
* Knowledge of Afghan languages (Pashtu / Dari) or other language(s) using an Arabic-based script.
* Previous Afghanistan experience
