Senior Sub-Grants & Compliance Manager

The IRC began relief operations in Jordan in 2007 to respond to a massive influx of Iraqi refugees. Today, the IRC's programming in Jordan is focused on refugees fleeing civil war in Syria. In June of 2012, the IRC opened primary health care clinics in the northern border cities of Mafraq and Ramtha, and a satellite office in nearby Irbid. Today, the IRC's programming includes protection, women's protection & empowerment, reproductive health and child protection.
Job Overview/Summary: The Sr. Sub-Grants & Compliance Manager will provide key support to the Partnership Coordinator and, specifically, will provide day-to-day oversight of sub-grants management, including assessing partners, drafting sub-grant agreements and amendments, liaising with donors and headquarters for approval, and liaising with partners for their review and signature. As such, this person will be responsible for understanding and adhering to internal IRC procedures as well as donor requirements pertaining to the issuance of sub-grants. The Sr. Sub-Grants & Compliance Manager will ensure up-to-date and accurate tracking of all sub-grants.
The Sr. Sub-Grants & Compliance Manager will conduct pre-award due diligence of current and potential partners and will ensure proper documentation is maintained and shared with headquarters. In addition, this position will be responsible for regular follow-up with partners concerning spending and tracking of partners' budget versus actuals.
The Sr. Sub-Grants & Compliance Manager will be a resource for partners for all compliance issues and questions in connection with sub-grants and should have experience and familiarity with the rules and regulations of both US government (OFDA) and UK government (DfID) grants, as well as with a variety of private donors. The Sr. Sub-Grants & Compliance Manager will draft memos providing guidance in areas of concern and will share these and communicate with partners. In terms of capacity building, the Sr. Sub-Grants & Compliance Manager will be expected to provide any support needed to partners in these areas, as well as provide guidance and support to the IRC Jordan Sub-grants Unit.
Major Responsibilities: In line with the above Overview, the key areas of responsibility of the Sr. Sub-Grants & Compliance Manager are as follows:
  • Sub-Grant Agreements and Modifications
  • Lead in drafting sub-grant agreements and all sub-grant agreement modifications. Act as the focal point with IRC headquarters for the review and approval of all such documents for the IRC Jordan country program. Facilitate signature of agreements by IRC and partners.
  • Partner Budgets, Cash Projections and Spending
  • Ensure timely and accurate payments are made to partners throughout life of the sub-grant(s).
  • Liaise closely with partners in tracking spending and request regular budget versus actuals from partners.
  • Liaise with IRC Jordan Finance Department to relay up-to-date spending by partners and to ensure ongoing and accurate cash projections and spending is reported in the Sub-Grants Finance Tracker.
  • Ensure timely internal review and clearance of all financial documentation and reporting associated with sub-grants.
  • Partner Compliance
  • Monitor and facilitate compliance of partner's programs with donor and IRC requirements and raise issues affecting external/internal compliance to the Partnership Coordinator.
  • Draft memos and guidance documents and act as a resource for partners and for IRC Jordan for all compliance-related issues pertaining to sub-grants.
  • Act as focal point for any tender process undertaken by the Sub-Grants Unit. Ensure proper documentation is maintained in connection with the tender and draft and facilitate approval of any subsequent contracts and/or agreements with partners.
  • Partner Due Diligence
  • Conduct pre-award due diligence of current and potential partners and analyze organizational capacity to manage sub-grant funding and project implementation. Ensure proper documentation is maintained and shared with IRC Jordan Finance Department and IRC headquarters.
  • Act as focal point for all anti-terrorism compliance checks of partners and ensure accurate tracking of all such requests.
  • Sub-Grants Tracking
  • Request internal sub-grant tracking codes.
  • Contribute to the Sub-Grants Tracker as necessary and ensure regular internal distribution of the Sub-Grants Tracker.
  • Ensure regular maintenance of sub-grant files, both electronic and hard copy. Liaise with IRC Jordan Finance Department and IRC headquarters to ensure they have complete and up-to-date documentation of all sub-grants and partner-related information.
  • Update internal IRC documentation and provide analysis of current and closed sub-grants.
  • Sub-Grants Unit Capacity Building
  • Provide any needed support and guidance to the Partnership and Capacity Building Manager in the development and coordination of high quality sub-grant proposals from partners for submission to donors/IRC headquarters.
  • Build capacity of Sub-Grants Unit staff in the management of sub-grants by facilitating training, and providing one-on-one follow-up support, in drafting agreements and modifications, proposal and budget review, tracking budget versus actuals and other topics.
  • Support the Partnership Coordinator in other key sub-grants management, program development, communications and external relations activities as requested.
Job Requirements:
  • Education:
  • BA required; Master's Degree preferred, preferably in international relations or a related field or relevant experience
  • Work Experience:
  • At least 1-3 years of international work experience in relief or development programs,;
  • Prior grants management experience and familiarity with USG (USAID/OFDA/BPRM), European (ECHO, SV), DFID and UN donor regulations, procedures and requirements;
  • Demonstrated Skills and Competencies:
  • Familiarity with international standards for key program areas (health, protection, gender-based violence);
  • Experience training/developing others;
  • Excellent written English skills and familiarity with budgeting using MS Excel;
  • Excellent organizational skills and ability to determine priorities and meet multiple deadlines;
  • Detail-oriented with good multi-tasking abilities and communication skills, both oral and written; and
  • Able to work well both within a team and independently, in a challenging and fast-moving multicultural environment.

Working Environment: The position is based in Amman; standard office work environment. Individual housing allowance is provided, including internet connection, water and electricity. Living standards are good and the security situation is calm and stable but this could change. This position is an unaccompanied post.
