Norwegian People’s Aid (NPA) is an International Non-Governmental Organization involved in humanitarian, relief and long-term development cooperation in South Sudan.
NPA South Sudan has been structured into four programs; Food Security and Livelihood, Humanitarian Disarmament, Health and Civil Society Development.
The long term objective of the Civil Society Development Program (CSDP) is to facilitate a dynamic and vocal civil society in South Sudan. The main components of the Program are:
 Rights of freedom of expression and independent media
 Women’s Rights
 Land and Resource Rights
 Youth Rights
 Vocational Training
The Land and Resource Rights (LRR) project works closely with the South Sudan Land Commission; Ministry of Lands; Housing and Physical Development; Ministry of Petroleum and Mining; State Land Commissions; Community Institutions and Traditional Authority Councils in order to advocate for enactment/implementation of relevant legal frameworks and resource-based conflict mediation or resolution. NPA has a global pilot project, ‘Oil for the Common Good’, where the LRR Project has an important role to play in the development of the project for South Sudan in close cooperation with non-state and state actors.
NPA’s CSDP wishes to recruit a highly competent, proactive and self-driven person to fill the position of Land and Resource Rights Project Coordinator, based in Juba with field travels.
Purpose of the Position:
As the LLR subject matter expert for NPA South Sudan Country Program, the LRR coordinator will provide leadership in the planning, development, and management of LLR and Oil for Development (OfD) project portfolio. S(he) will take full project and activity management responsibility for LLR projects as well as the OfD projects. Specifically, the LRR coordinator will be responsible for making decisions on activity implementation matters; identifying and resolving program issues; assuring that all activities are carried out in a technically sound and cost-effective manner; and assuring that activities are carried out in accordance with all applicable donor and NPA requirements. S(he) will also ensure the quality and timeliness of both internal and external project reports and assist the Grant Manager in donor identification, proposal development and relationship building.
Duties and Responsibilities
 Strengthen the LRR project by establishing a clear plan for NPA’s intervention on land rights, natural resource management and environmental and social impact of resource exploitation in line with NPA’s country strategy.
 Design, monitor, report on, and oversee the portfolio of LRR and OfD projects.
 Develop a strong working relationship with host country government counterparts, implementing partners and key stakeholders including private sector and civil society actors to continuously build knowledge, identify needs in the land sector, and further shared priorities.
 Support efforts of land and natural resource policy intervention at the national and local levels.
 Advocate for land and resource rights and transparency in natural resource management.
 Network with Civil Society Organisations (CSOs) and stakeholders on the social and environmental impact of exploration and exploitation of oil resources.
 Strengthen CSOs/Community Based Organisations (CBOs) that work on land and resource rights, management or governance issues through capacity building and partnership.
 Act as liaison with relevant legislature at national and state levels, other state and non-state stakeholders in relation to OfD and LLR issues to strengthen NPA’s engagement in these areas.
 In coordination with the Program Manager and Grants Manager, mobilize resources for the LRR projects and participate in resource mobilization for integrated multi-sector projects.
 Lead implementation of the LRR and OfD projects.
 Monitor and evaluate NPA partners and their performance.
 Prepare proper reports to NPA Management and the donors.
 Assist the Grants Manager in LRR and OfD related donor identification, proposal development and relationship building.
 Other duties as assigned by the Program Manager.
Desired Qualifications
 Academic background in a field relevant for the position, e.g. development studies, law, geography, natural science management, environmental studies.
 Desired level of education preferably at Master’s level or higher.
 Understanding of Environmental and Social Impact Assessment particularly with regards to exploitation of the extractives (oil, minerals) and other resources in general.
 Knowledge and understanding of legal framework and international treaties/conventions with regards to exploitation of oil and land as well as resource rights.
 Thorough knowledge of project management cycle and use of the Logical Framework as a project design, monitoring and evaluation tool.
 Previous experience with international NGOs or UN agencies in the area of LRR, petroleum resource management/governance or both is a strong advantage.
 3+ years of experience with and knowledge of civil society development or engagement and the role civil society plays in national development.
 Previous experience in right-based community empowerment or other related work.
 Familiarity with the complexities of accountability, organizational growth and change, and the ethical dimensions of NGO work.

 Excellent skills relating to proposal development, project planning and organising, compilation of project reports, donor reporting requirements and budget management.
 Demonstrated gender mainstreaming skills in land and natural resource management.
 Strong analytical and presentation skills.
 Excellent interpersonal skills and ability to work in a multi-cultural/multi-national setting.
 Skills in and ability to exercise diplomacy in engagements with state and non-state actors partnering with NPA.
 Excellent team player.
 Good writing skills and proficiency in English language.
 Good computer skills.
 Previous experience in working in an insecure environment, particularly in South Sudan.
 Ability to exercise conscience and non-tolerance towards corruption.
