Consultant - Rural Livelihoods Programme Evaluation

Manica District Development Project (MDDP)

1. Background

Concern worldwide has been operating in Mozambique since 1987. Currently, Concern is operating in two central provinces (Manica and Zambézia), supporting basic education and livelihood development with mainstreaming of HIV/AIDS, Disaster Risk Reduction (DRR) and equality.

In Manica province, in partnership with Magariro and AKSM, national NGOs based in Manica province, Concern has been implementing the Manica District Development Project in Tambara and Machaze, the most northern and southern districts of the province. Both districts are isolated, less developed and more vulnerable to both floods and drought as compared to the other 8 districts in the province.

Over the 5 year period of this livelihoods project, which ended in December 2010, the project was funded by DEPFA Bank and MAPS, the Irish Aid multi year funding facility.

With the overall objective to help poor communities increase their access and control over resources and decision making processes the project worked in broad lines in the following areas:
1. Improving capacity of communities to organize themselves, and introduce livelihoods alternatives
2. Increase the influence of consultative councils on development processes
3. Improve the capacity of district officials to take on their role in district development processes as obliged by the laws
4. Contribute to the advancement of pro-poor development processes on provincial and national level

The project has worked directly with community groups to alleviate poverty through the introduction of various livelihoods interventions as horticulture, animal and grain banks, credit and savings groups etcetera. In addition to this, the project has undertaken other various initiatives with district governments and consultative councils through which pro-poor development processes and practices could be adopted and implemented in a participatory way.

2. Objectives of evaluation

The main objectives of the PFE are to:
• Assess whether the project did the right interventions looking at relevance, impact and sustainability.
• Review if the project organizational structure, management, planning and implementation process were effective and efficient
• Draw key strategic and programmatic lessons that can be used for redesigning of the program and developing future similar program/project

3. Key responsibilies:
• Review and analyze existing documents and survey results; in particular the mid term and end-line surveys (quantitative information)
• Design field work outline and tools for qualitative data collection work in Tambara and Machaze districts
• Lead field work teams
• Organize briefing and training to field team
• Provide debriefing to key stakeholders
• Identification of experiences to be publicized
• Full consultancy report in English consisting of the following:
- Executive Summary (3 pages in each Portuguese and English)
- Performance assessment with respect to the key issues stated in section 5
- Recommendations for improvement and a way forward in terms of integrating successes and lessons learned into ongoing Concern Livelihoods activities.


4. Expertise required

This assignment will require a consultant with the following experience:

- Have extensive experience in participatory evaluations in development programmes, with a proven record of quality professional results delivery
- Knowledge of Mozambican legislation. E.g. regarding decentralization, management of natural resources, small-scale agriculture and land law etc;
- Knowledge and experience with Participatory tools;
- Extensive knowledge in small-scale agriculture
- Work experience in decentralized context;
- Work experience in livelihoods;
• Have proven experience in programmes with a focus on the strengthening of capacity of civil society in developing countries;
• Have proven experience in multi-sectoral programmes with a focus on the livelihoods sector;
- Good understanding of HIV/AIDS context;
- Fluent in English and Portuguese;
- Preferably conversational skills in Ndau/Shangana or Sena.

5. Proposal guidelines
- Candidates are to submit a technical proposal outlining his/her research approach, methodologies etcetera.
- Candidate is to include financial proposal
- The consultancy is expected to take 21 working days and to be completed by May 1, 2011
