Disaster Risk Reduction Coordinator
OXFAM PURPOSE: 
 To work with others to find lasting solutions to poverty and suffering.
 JOB PURPOSE: 
 To lead the development and manage Disaster Risk Reduction  Programme Implementation Plans and related projects in line with policy  change opportunities at national level and with Oxfam´s strategic  objectives.

Key Responsibilities
DRR PROGRAMME
  Making sure the different Haiti programme have a cohesive approach  to disaster risk reduction, particularly the initiatives on vulnerable  livelihoods, climate change adaptation and public health.
  Carry out strategic analysis of national policies, practices and  ideas and to develop training strategies, tools and activities to  reinforce the country programme and to link in with the DRR work.
  Undertake capacity development needs analysis of Oxfam staff and  partners. Design/ co-ordinate Capacity Development in DRR of the same.
  Support initial needs assessments in response to emergencies,  monitor and evaluate our development projects and carry out advocacy  work in support of our goals.
  Participate in Oxfam/ other policy development to ensure Oxfam's messaging on DRR is appropriate/strong.
  Proactive coordination and lobbying with the Haitian Government  (national and local), networks of Civil Society and Inter-Governmental  organizations, towards integration and prioritization of DRR in response  and long-term development planning when appropriate.
  Capture and share learning on DRR across Oxfam and with other relevant networks.
  Writing new proposition with the team on the field and coordinate donors reporting with the Programme Manager and the team.
 PROGRAMME MANAGEMENT
  Assure adherence to Oxfam financial, HR and logistics procedures.
  Assure proper and timely reporting on donor and Oxfam grants to the programme.
  Maintain communication and support throughout the country  programme, including the region and Humanitarian Department (Head  Office).
  Line-manage the DRR Project Managers and Officers, ensuring their  own operational performance and conduct, team integration and security  preparedness. 
 EMERGENCY RESPONSE
  As an integral member of the emergency response team lead on  developing the vision and strategy to integrate DRR into emergency  response activities from the - in order to maximize coherence and  synergy between Oxfam emergency response and long-term programmes in  Haiti.
  Lead on ensuring assessments, reviews / evaluations and planning  highlight DRR issues, particularly a multi-hazard approach identifying  innovative approaches to address underlying causes of risk wherever  possible.
  Reinforce participatory community analysis and planning activities  in the response and recovery phases with DRR best practice (e.g P/CVA)
  Feed into proposals and reports to donors if needed
 Skills and Competence
 Educated  to degree level with at least 3 years experience working in DRR and  humanitarian response. An expert grasp of DRR approaches is essential.
  Broad knowledge of development issues and national policy and practice in DRR in Haiti.
  Proven ability in advocacy / lobbying to influence high-level change.
  Excellent community mobilization skills and experience of participatory analysis and planning.
  Knowledge and experience of promoting gender equity in DRR projects.
  Experience in capacity development and designing/ facilitating capacity development in DRR.
  Proven team player who thrives on working with diverse people.
  Demonstrable expertise in design and implementation of Monitoring and Evaluation frameworks.
  Proven ability in analytical thinking and strategy planning.
  Dynamic and proactive attitude with strong networking and influencing skills.
  Fluent English and French. Creole a distinct advantage.
  Advanced Computer skills.
  Flexibility and tolerance of living and working in stressful conditions.
