| Ending violence against women is receiving  increased attention from governments, civil society, donors and the UN  system. This is an encouraging indication that this universal human  rights violation is increasingly receiving the concern and support it  merits. In response, the Ending Violence against Women (EVAW) Cluster at  UN WOMEN Headquarters has expanded its programming support to provide  greater inputs to global, regional and national efforts to prevent and  respond to violence against women and girls. The Ending Violence against  Women Cluster desires to hire an Expert Advisor in the field of service  delivery to research and provide programmatic guidance to UN women’s  new flagship initiative on Minimum Emergency Services for Women  Survivors of Violence from July – December 2011.    
 Objective:   UN Women, based at UN Headquarters in New York, is  seeking an Expert Advisor in the field of service delivery to support  its new global flagship initiative on Minimum Emergency Services  for Women Survivors of Violence announced in January 2011 as part  of UN Women’s 100 Days Vision and Action Plan. Through this  initiative, UN Women aims to contribute to the acceleration of national  efforts to provide all women and girls who experience gender-based  violence with universal access to at least a minimum package of  emergency and immediate services. The Expert Advisor will be dedicated  to providing the UN Women Ending Violence against Women Cluster with  lead research and programmatic support for this initiative.           | 
         | Duties and Responsibilities | 
        | Under the overall supervision of the Ending  Violence against Women Senior Advisor (EVAW), and the guidance and  collaboration of the Cluster staff, the Expert Advisor will undertake  the following tasks:    
 Description of Responsibilities: Evidence-based research on existing service  delivery to women survivors of violence building on the available  resources in the Virtual Knowledge Centre and others. Guidance  on quality, effectiveness and relevance of proposal and roll-out of the  initiative. Compilation, drafting and packaging of  technical toolkit and different service delivery modalities. Facilitate  liaison and coordination with experts, civil society organizations,  Member States and other UN system agencies on matters relating to the  initiative. Ongoing updating and refinement of the  initiatives concept note, integrating feedback from extensive  participatory processes and consultations, and preparation of  formal project documentation. Preparation of related  initiative documents and proposals, including for advocacy and resource  mobilization. Manage recruitment and day to day oversight  of additional consultancies related to the initiative (e.g.  Communication Specialist and others). Drafting of  briefing notes, talking points, summary inputs on the initiative as  requested for various purposes. Day-to-day coordination  and management support to the Minimum Emergency Services for Women  Survivors of Violence initiative.

         | Required Skills and Experience | 
        |   Education: Advanced  degree or equivalent in international affairs, human rights,  gender/women's studies, and/or development; 
 Experience 5-7 years of relevant experience with  gender-based violence issues, with particular focus in the field of  service delivery;   Experience in drafting and editing  analytical documents at policy and programme levels; Demonstrable  background in research, analytical and writing skills; Experience  in preparation of project documentation and proposal writing for  fundraising; Experience within the United Nations  is highly desirable, as well as of country programming operations, in  relation to gender equality and gender-based violence; Computer  literacy - Word, Excel, PowerPoint, etc.; 
 Language Excellent writing and editorial skills in  English; Working knowledge of a second UN language (i.e.  French, Spanish) an asset.
