The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. Volunteerism is a powerful means of engaging people in tackling development challenges, and it can transform the pace and nature of development. Volunteerism benefits both society at large and the individual volunteer by strengthening trust, solidarity and reciprocity among citizens, and by purposefully creating opportunities for participation. UNV contributes to peace and development by advocating for recognition of volunteers, working with partners to integrate volunteerism into development programming, and mobilizing an increasing number and diversity of volunteers, including experienced UNV volunteers, throughout the world. UNV embraces volunteerism as universal and inclusive, and recognizes volunteerism in its diversity as well as the values that sustain it: free will, commitment, engagement and solidarity.

UNV engaged 7,765 UNV volunteers in 2010, on a total of 7,960 assignments. With an average age of 37 years and the requisite professional skills and qualifications of some 5 to 10 years relevant experience, UNV volunteers served in 132 countries in 2010 and came themselves from 158. The majority – 80 per cent – come from developing countries themselves. One third of UNV volunteers served in their own countries, with the others carrying out international assignments. The financial equivalent of programme activities exceeds US$235 million annually. In addition, as the focal point in the United Nations for the International Year of the Volunteers (IYV2001), UNV is active in the follow-up to the Year, for which the key objectives are the recognition, facilitation, networking and promotion of volunteerism.

UNV is headquartered in Bonn, Germany and has approximately 150 staff positions – with the majority in Bonn and some positions with different UN peacekeeping and political missions, and in other Headquarters locations (e.g. New York and Tokyo). The major organizational groups within UNV are:

  • the Office of the Executive Coordinator (OEC);
  • the Evaluation Unit (EU);
  • the Corporate Planning and Performance Unit (CPPU);
  • the Volunteer Programming and Management Group (VPMG) comprising the Peace Division (PD) and the Development Division (DD), Volunteer Recruitment Resources Section (VRRS), Quality Assurance Unit (QAU), Volunteer Knowledge and Innovation Section (VKIS);
  • the Partnerships and Communications Division (PCD) comprising the Partnerships Section (PS) and the Communications Unit (CU);
  • The Management Services Division (MSD) comprising the Information and Communication Technology Section (ICTS), Finance Section (FS), Human Resources Section (HRS), and the Administration Unit (AU). Additionally the Common Services Unit (CSU) provides support to the UN presence in Bonn.

Organizational setting:
The Partnerships Section is a part of the UNV Partnerships and Communications Division. It develops UNV’s institutional capacity to enhance strategic partnerships and strengthen UNV’s resource mobilization function in support of UNV’s mission and mandate. In line with UNV’s corporate plan and strategic principles, the Partnerships Section focuses – in coordination with other sections – on building alliances and leveraging partnerships to promote the concept of volunteerism for development. The Partnerships Section builds and strengthens relationships with a number of key constituencies and partners: UN entities, donor governments/communities, non-traditional partners (foundations), civil society organizations, private sector. Additionally, the Partnerships Section brings value through the building of institutional knowledge captured by the Partnerships Section with regards to documentation of partnership agreements, MOU and partners’ relationship history and contact data. It ensures continuous and consistent support and services in adherence to the principles of accountability/transparency regarding resources. Through building targeted and effective partner relations, the Partnerships Section will expand the diversity of UNV’s base of core and non-core financial resources. In fulfilling its role, the Partnerships Section will continue to work in a cross-sectional manner.

Duties and Responsibilities

Reporting to the Chief, Partnerships Section, the Partnership Specialist, Major Bilateral Donors, is responsible for the management and implementation of the resource mobilization and partnership building initiatives and activities with major bilateral donors, guided by the UNV programme priorities, and in close coordination with the Peace and Development Divisions.

Specific duties include the following:

Ensures management and implementation of resource mobilization and partnership building initiatives and activities with major bilateral donors, and with a primary focus on Japan

  • Raise awareness of volunteerism for peace and development with major bilateral donors, the government of Japan and other Japanese donors through advocacy, close collaboration and sustained partnership and networking;
  • Plan and implement the UNV resource mobilization efforts with major bilateral donors;
  • Draft partnerships agreements with partners; contribute to conducting an annual assessment of the partnerships and establish repository of partnerships documentation and maintain updated information on the KM system;
  • Provide support to assessing the partnerships through feedback from regular dialogue with the partners;
  • Update Japanese partnerships profiles on a regular basis and maintain updated information on the KM system;
  • In coordination with the Peace and Development Divisions provide substantive advice and guidance in the development of Japan funded programmes and ;
  • Ensure-jointly with Finance-proper financial reporting to Japan on the full-funding scheme;
  • Reach out to the major bilateral donors on preparation of partnerships surveys and proper follow up.

Ensures organization and preparation for meetings and key events

  • Identify opportunities for UNV participation in key forums (conferences, Executive Committees, task forces) and recommend UNV/HQ colleagues’ participation in relevant events where the relevance of volunteerism for peace and development can be promoted;
  • Accompany missions of the Executive Coordinator and other Senior UNV personnel, as requested; Prepare background documentation, write mission reports and follow-up on required actions to ensure timely completion of commitments made.

Representation

  • Represent, as requested, UNV in missions, conferences, workshops, taskforces and other key events to give presentations, advocate and promote UNV for the purpose of expanding resource mobilization opportunities, partnership and alliances;
  • Conduct research on target audience. Prepare presentations materials and other relevant documentation; maintain relevant materials on KM system;
  • Ensure effective advocacy, promotion and networking to raise awareness of UNV and comparative strengths in contributing to Peace and Development.

Communications

  • Strengthen partnership with major bilateral donors and the Japanese partners through active communications and relationships;
  • Develop and disseminate knowledge product which document UNV’s experiences and lessons learned with regard to UNV’s partnerships with major bilateral donors;
  • Organize briefings on volunteerism and partnerships;

Manage UNV’s Partnership with Japan

  • Oversee the management and reporting requirements of the UNV Japan Trust Fund, directly manage the fully –funded projects financed by the Japan Trust Fund;
  • Maintain partnerships with other Japanese institutions;
  • Efficiently manage the UNV Liaison Office in Japan to achieve the outputs and quality assurance of all activities, by establishing work plans, resources required, priorities, timelines and performance benchmarks for the Office. Monitor progress. Take timely action and/or decisions to ensure objectives are met in an efficient manner;
  • Manage the budget of the UNV Liaison Office in Japan.

Required Skills and Experience

Education:

  • Master’s degree in social sciences, political science, public or business administration, economics or related fields

Experience:

  • 5 years of progressively responsible professional experience within international organization(s).
  • Previous experience with partnership building desirable. Previous field experience in humanitarian, relief or development work in a developing country context would be a major asset; working knowledge of development projects.

Language Requirements:

  • Fluency in English and Japanese required; proficiency in an additional UN language is desirable.
