Qualifications and skills
Required
1. Academic degree in a relevant discipline for the Program (for instance social sciences with a specialization in public policies, social cohesion and administration).
2. Full command of Spanish and English. Advantageous
1. Post-degree specialization in thematic issues related to Development and International Cooperation and/or to the URB-AL III relevant sectors will be an asset;
2. Knowledge of Portuguese will be an asset.
General Professional Experiences
Required
At least 15 years of management and/or evaluation of international cooperation to development programs.
Specific professional experiences
Required
1.Relevant experience in EU development/cooperation and programmes related with public decentralized administrations using PCM methodology; cost benefit and impact analysis
2.Knowledge of PCM methodology, cost benefit, impact analysis and previous experience of working with EC aid procedures
3.Experience or knowledge of making assessments of Social Cohesion policies and institutional setups.
Advantageous
Experience in managing of social cohesion projects and/or in cooperation projects with Latin America and knowledge of EC methodology on evaluation will be an asset.
