INTERNATIONAL CONSULTANT-Evaluation Poverty-Environment Initiative (PEI) Lao PDR phase 1 and recommendations for a possible next phase

The Poverty-Environment Initiative (PEI) is a global program and a joint effort led by UNDP and UNEP to build a common operational platform for helping countries meet the challenge of poverty-environment mainstreaming.
PEI in Lao PDR aims to strengthen capacity of targeted central and provincial authorities to integrate poverty-environment concerns and opportunities in key development planning processes. The overall objective is to ensure that the country’s rapid economic growth generates inclusive and sustainable development
The main objective of this assignment is to undertake an evaluation of the implementation of the PEI program (2009-2011) to assess achievements, progress, and key challenges in implementation. This evaluation will cover all components of PEI with the different implementing agencies: Department of General Planning, Department of Investment Promotion, National Economic Research Institute of the Ministry of Planning and Investment, Environmental Social Impact Assessment of WREA and National Assembly.
The evaluation will recommend key components of an extended programme of support to MPI and WREA in the area of investment and environmental governance from 2012 to 2015. The synthesis from this evaluation will feed into the formulation of a possible PEI Phase II (2012 – 2015).

Duties and Responsibilities

  • Outline objectives and scope of the evaluation, areas of focus and identify information needed.
  • Propose methodology and steps in which the evaluation will be carried out for different components.
  • Undertake consultations with stakeholders including Government ministries, institutions, development partners, INGOs, private sectors, academia and where possible local people.
  • Participate in a field visit to one of the four PEI provinces.
  • Based on the analysis and identified objectives, produce a draft evaluation report.
  • Lead a consultation workshop to seek comments from implementing Government partners and relevant ministries, development partners, private sector and non-government organizations on the draft report.
  • Incorporate comments and produce final evaluation report on PEI phase I and recommendations on PEI phase 2 by the final week of the assignment.

Deliverables and tentative timeline:

This assignment will be for 20 days over a period of six weeks. This will require up to 15 days in country including a field trip to selected province(s) and debriefing with government and UNDP Lao PDR.

  • Agree on scope of evaluation, areas of focus, outline of evaluation report and proposed mission time schedule by week 1;
    Preparatory review of relevant documents and reports, week 1.
  • In-country meetings and stakeholder consultations during weeks 2-3.
  • A presentation to MPI, WREA, and UNDP and other stakeholders organized by week 4 on the initial evaluation results;
    Submission of first draft evaluation report to MPI, WREA, and UNDP by week 4.
  • Address comments from stakeholders on first draft report by week 5.
  • Final evaluation report submitted to UNDP, MPI and WREA by week 6.

Competencies

  • In-depth understanding of common issues faced by Lao or other transition economies in their development planning processes and environmental governance.
  • Specific experience with tackling investment management issues.
  • Strong and proven research and analytical skills.
  • Initiative and ability to organize his/her work independently, but also to work as part of a team.
  • Proven ability to deliver quality output working under tight deadlines.
  • Ability to communicate effectively and to facilitate discussions at the senior level with government officials and the development community.
  • Excellent command of written and spoken English.
  • Knowledge of Lao language (spoken and/or written) an advantage

Required Skills and Experience

Education:

  • Relevant post-graduate degree in environmental sciences, economics, development, law or related.

Experience:

  • Minimum 10 years of relevant experience in carrying out high level analytical work on environmental governance, development policies and programmes
  • Preferably experience in Laos, Southeast Asia or countries in transition economies
  • Proven experience in project evaluation.
  • In-depth understanding of common issues faced by Lao or other transition economies in their development planning processes and environmental governance.
  • Specific experience with tackling investment management issue
  • Strong and proven research and analytical skills.
  • Initiative and ability to organize his/her work independently, but also to work as part of a team.

Language:

Requirements for submission of applications:

Interested individual consultant must submit the following documents/information:

  • Cover letter explaining why they would be the most suitable candidate for the work, and including a brief methodology on how they will approach and conduct the evaluation.
  • CV including past experience in similar projects or assignments and at least 3 references.
  • Detailed financial proposal: Lump sum offer with clear cost breakdown (international travel, consultancy fee and per diem).
  • During the online application it is recommended that all documents to be uploaded in one electronic file in PDF or Word formats.

Note: The financial proposal shall specify a total lump sum amount. Payments are based upon output, i.e. upon delivery of the services specified in the TOR. In order to assist the requesting unit in the comparison of financial proposals, the financial proposal will include a breakdown of this lump sum amount (including travel, per diems). All envisaged travel costs must be included in the financial proposal. UNDP accept travel costs not exceeding of an economy class ticket.

Evaluation of Proposals: Individual consultants will be evaluated based on the following methodology:

Cumulative analysis: The award of the contract will be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive/compliant/acceptable.
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

  • Only candidates obtaining a minimum of 49 points in the technical rating would be considered for the financial evaluation.
