Background

The USAID/Jordan Fiscal Reform Project II Task Order was executed by USAID and DAI on November 1, 2009. The purpose of Jordan Fiscal Reform II Project (FRP II) is to support a program of technical assistance to Jordan in the areas of tax and customs administration, budget management, more effective economic policy formulation, and an improved system for valuation and taxation of real property at the national and local levels.

FRP II comprises six components: A) Tax Revenue Mobilization, B) Public Financial Management, C) Ministry of Finance Operations and Economic Policy Analysis, D) Customs Administration and Trade Facilitation, E) Results-Oriented Government, and F) Government Financial Management Information System.

Specific Purpose and Tasks

The technical work described in this scope of work supports component E of the project. FRP II is working to support the creation and development of a set of user-friendly tools (comprising one “toolkit”) that will help Government institutions embed innovation within their cultures, which should reflect positively on their performance and their acceleration towards becoming results-oriented organizations. It is essential that the toolkit be easy to read, understand, and implement, less theoretical, more practical, and easy to apply on real life projects. The toolkit will introduce concepts of Results-Oriented Government and Innovation, present approaches, applications, and forms, as well as provide benchmark indicators for different public sectors (water, education, health, energy).

Qualification:

To ensure that this assignment would achieve its intended objectives, the consultant shall conduct the following tasks:

1. Set a clear Workplan for implementing the assignment.

2. Review and evaluate the current Service Delivery Improvement (SDI) Toolkit to ensure full integration between the two toolkits.

3. Design around 10 ROG Tools that focus on “Innovation as a tool to become a more results-oriented organization”. Each tool should include: - Identified input, process, and output. - An illustrative example that shows users the evolution of the output expected from using the tool. - A “Tips and Tricks” section that presents practical advice on how to ensure the successful application of the tool, enhance its effectiveness, and avoid common pitfalls. - Supportive diagrams and forms that simplify following the step-by-step process identified. - Decision trees and checklists where appropriate.

4. Develop a full document including background information about ROG and Innovation in addition to the tools designed in Task 3 above.

5. Produce a summarized version of the toolkit to be used for promoting it among users at Government organizations; each tool should be produced in the form of a 4-page A5 leaflet.

6. Work with the Outreach Advisor at FRP II on designing the leaflets and the main folder to include them.

7. Develop an ongoing improvement system that encourages users to send feedback and contribute to improving the toolkit on a continuous basis.

8. Develop a comprehensive Marketing Plan to help promote the toolkit among Government organizations in cooperation with MOPSD and KACE.

9. Train KAA Advisors on toolkit implementation; this should help KAA Advisors take a major role in training and coaching Government organizations implementing the toolkit, and accordingly maximize their achieved benefits.
