JOB PURPOSE: To ensure programme quality through effective management of of Country Directors and key aspects of programme development
REPORTING LINES:
Postholder report to: Regional Director
Staff reporting to this post: Country Directors Afghanistan, Bangladesh, Nepal, Sri Lanka, Pakistan, Economic Empowerment Manager
BUDGE RESPONSIBILITY: Appox 250,000 GBP

Dimensions

  • Required to develop long term vision and strategic planning to achieve significant impact from delivery of the Regional Strategy through Country Programmes
  • Represents OGB at regional level and manages and influences significant and high profile external relationships in the region
  • Helps shape objectives within the region
  • Provides leadership in the Region including setting and leading the delivery of specified team objectives
  • Plans and manages human and financial resources and processes related to the team
  • Manages a broad spectrum of geographies, requiring a variety of competences and skills of the job holder. Management tasks and problems are diverse and complex and involve a significant degree of risk (financial, security, brand).
  • Produces, assimilates, analyses and uses programme information from varied and diverse sources to provide in-depth analysis in the specific country programmes
  • Decision-making is strategic and operational with a high degree of judgement based on specific problem solving experience, drawing on a range of external and internal factors
  • Involves the possibility of leading/supporting/managing highly complex humanitarian and development programme strands in parallel.

Key Responsibilities

  • Responsible for the strategic development and management of the Regional Programme (with a focus on South Asia) on behalf of the Regional Director and in conjunction with other Regional Programme managers and Regional Management Team.
  • A senior manager in the region, contributing to the overall regional management and representation of Oxfam in the Region.
  • Responsible for provision of Regional overview with South Asia focus and for deciding on, and implementing, substantial organisational changes within the region
  • Provide Strategic Leadership for the Region as part of the Regional Management Team and Regional Leadership Team
  • Provide Leadership for Programme Quality, with the Regional Programme Manager and the Regional Management Team
  • Responsible with the Country Directors for programme quality including Monitoring Evaluation & Learning, accountability, partnerships, alliances, programme cycle management
  • Line Management of Country Directors (x5) and Economic Empowerment Manager
  • Accompaniment of Country Directors, especially through the Single Management Structure (SMS)

  • Lead and support work on SMS and build relationships and ways of working
  • To work closely with OI colleagues and networks and build cross affiliate learning
  • Ensure good planning and budgeting at regional and country levels and compliance to Oxfam standards
  • External representation/deputizing for Regional Director, particularly in South Asia
  • Leadership role in gender equity across the region and responsible for ensuring that women's rights form a key part of Country programme plans and initiatives
  • Regional focal point for Poor Women's Economic Leadership/private sector/fragile states
  • Member of the Programme Governance Group for South Asia

Skills and Competence

  • Experience working in South Asia is essential, direct experience of Pakistan and Afghanistan would be desirable
  • Strong operational management experience and capability (finance, people, fundraising), including geographically remote management
  • Proven strategic design and management skills, including good program and human resource development ability
  • Demonstable strategic thinking and leadership ability
  • Excellent analytical and critical thinking ability
  • Excellent communication and influencing skills. Well-developed ability to motivate and persuade at high levels.
  • Wide range of programme development and implementation experience at a senior level (eg Country Director level) - including humanitarian. Campaign and policy experience desirable.
  • Mentoring, capacity building, coaching and facilitation skills
  • Good Self awareness
